[Asia Economy Reporter Kim Hyemin] On the 13th, Oh Se-hoon, the People Power Party candidate for Seoul mayor, announced five major housing policy pledges, stating, "We will support every citizen to live wherever and in whichever home they desire."


On the same day, he visited the Hongje Yuwon Apartment, a rental housing complex in Hongje-dong, Seodaemun-gu, Seoul, and made this announcement. The concept of rapid integrated planning and Moa Housing, launched during his term, has been expanded to include a youth housing model and three types of filial piety housing. Upgrading rental housing for vulnerable groups will also be pursued.


First, he pledged to break the stereotype that rental housing is of relatively poor quality. To this end, the residential area will be expanded by 1.5 times, and medium-sized units with exclusive areas of 60㎡ or more for families of three to four members will be increased from the current 8% to 30%. The replacement cycle for wallpaper, flooring, sinks, windows, and doors will be shortened, and discriminatory elements will be completely eliminated through a full mixed arrangement of sale and public units. The practice of preferentially assigning sale units by simultaneously and publicly drawing building and unit numbers for public and sale households will also be abolished. Additionally, 24 aging rental housing complexes with 33,083 units, which will reach 30 years old within five years of completion, will be fully renovated.


Candidate Oh said, "Although housing stability is the most urgent need for vulnerable groups, rental housing has long been shadowed by discrimination and prejudice. From now on, Seoul's rental housing will be built with high quality comparable to private sale apartments so that everyone can live with pride."


He also plans to expand the rapid integrated planning he created to swiftly promote redevelopment and reconstruction. Currently, 53 sites are undergoing rapid integrated planning projects. The Moa Housing, where owners of multi-family and multi-unit housing plots combine individual plots for block-level joint development, and Moa Town, an expanded version of Moa Housing, will be upgraded with additional measures such as establishing integrated support organizations, easing height restrictions, and providing financial support.


For single-person youth households and newlyweds, a new youth housing model called "2030 Smart Home" will be promoted to complement the limitations of the existing station-area youth housing projects. The plan includes expanding unit sizes to accommodate up to two people and allowing newlyweds to reside until childbirth, with smart technology applied to living spaces.


Furthermore, three types of filial piety housing supporting close-distance residence between parents and children will be introduced. Candidate Oh explained that this is a new generation-friendly housing policy concept that responds integrally to low birth rates and aging. Incentives will be provided for close-distance residence or cohabitation between parents and children for childcare and caregiving. The support scale will increase the closer the distance, with plans to focus support policies on newlyweds who are free to find new homes or relocate.
