99.1% Progress Rate on 65 Projects, Nationwide Top-Level Pledge Fulfillment Performance Draws Attention
[Haenam=Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam-gun, Jeollanam-do, is being evaluated for keeping its promise to the residents by achieving 99.1% of the pledges made during the 7th local government administration.
On the 14th, the county confirmed 65 pledges under five major strategies with the vision of “Shining Land’s End, Haenam Rebounding” alongside the inauguration of Myung Hyun-kwan as Haenam County Governor, and has been fully committed to implementing the projects annually.
As of the first quarter of 2022, 57 projects have been completed, and 8 projects are progressing normally, showing a progress rate exceeding 99% with no projects omitted.
This year, projects such as revitalizing the Osiano Tourist Complex, expanding support for seafood distribution (establishing a seafood food industry hub complex), and implementing non-discriminatory support policies for the disabled have been completed.
The Osiano Tourist Complex is spreading its wings for full-scale revitalization after about 30 years since its designation as a tourist complex.
Last year, the national budget was secured for installing a public sewage treatment facility, which is the most important foundation for attracting private investment, and basic surveys and design services began. Additionally, road construction connecting Haewon in Haenam to Sinan’s Amhae, the last unconnected section of National Route 77, started with a goal of completion by 2027.
In particular, a resort hotel project implemented by the Korea Tourism Organization broke ground in February this year and is scheduled for completion in 2023, establishing a foundation as a stay-type tourist destination.
The county is also promoting coastal road construction projects between Mokpo Gudeungdae and Yanghwa, and between Haewon Husang and Jangsu. Starting from Haewon Maewol-ri, infrastructure connecting about 23 km of coastal roads from Mokpo Gudeungdae to Jangsu-ri and the Osiano Tourist Complex will be established.
Moreover, a 7,535㎡ seafood food industry hub complex for processing and distributing Haenam’s specialty seafood such as gim (seaweed) and abalone was completed in March and will be fully operational in the first half of the year. Located within the Masan-myeon food specialization complex, this seafood food industry hub will promote premium research and food processing of gim and abalone, the largest production items in Haenam nationwide.
Support policies for the disabled have also been steadily promoted. Through annual empathy history tours for the disabled, 100 to 166 disabled individuals have participated in travel each year, and customized job opportunities such as hiring disability administrative helpers in all towns and townships have been expanded.
This year, a caf? for disabled employment will open. This facility for expanding employment and creating jobs for the disabled will be located on the third floor of the Youth Nurim Culture Center and is planned to start full operation in May.
The county expects that most of the eight ongoing projects will also be completed in the first half of the year and is accelerating efforts to achieve 100% completion.
Meanwhile, Haenam’s faithful pledge implementation has been recognized by being selected for the highest (SA) grade for four consecutive years in the pledge implementation evaluation conducted by the Korea Manifesto Practice Headquarters. Haenam-gun is the only county in Jeollanam-do to achieve the highest grade for four consecutive years.
Nationally, among 226 cities, counties, and districts, only three county-level local governments including Haenam-gun have reached this level, demonstrating the highest pledge fulfillment rate nationwide.
Governor Myung Hyun-kwan of Haenam said, “2022 is a very important year to conclude the 7th local government administration,” and added, “Despite difficult conditions, I will do my best to ensure that the remaining tasks are carried out without any setbacks until the end, together with the diligent public officials and the residents who give unwavering support and interest in Haenam’s administration.”
