Opening of Gwanak-gu Cultural City Center... Dongjak-gu Establishes 'Smoking Gun IoT,' the First Public Safety Platform in Autonomous Districts Last Month's Resident Meeting for Designation as a Cultural City


[Asia Economy Reporter Park Jong-il] Gwanak-gu has officially started its activities by opening the Culture City Center, the central organization for creating a 'Cultural City Gwanak,' on the first floor of the Nakseongdae-dong Single Bungle Education Center (73, Nambusunhwan-ro 234-gil).


Gwanak-gu's swift establishment of the Culture City Center reflects its determination to be designated as a legal cultural city.


First, to ensure systematic and efficient operation of the Culture City Center, the district signed an agreement with the Gwanak Cultural Foundation and formed dedicated personnel through an open recruitment process, organized into two teams: the General Support Team and the Youth Culture Team.


The 'Gwanak-gu Culture City Center' plays a pivotal role in the overall planning and operation of cultural city development projects, establishing an organic cooperation system including public-private governance, and strengthening citizen capabilities and regional specialization projects to revitalize Gwanak-gu as a cultural city.


Additionally, an advisory group composed of experts from inside and outside the region will be formed to enhance cooperation with local cultural and artistic organizations and citizen activists.


The center plans to create an open office and a resident-accessible networking space to encourage voluntary participation from residents and serve as a hub for cultural city projects where anyone can share stories and use the space.


A district official stated, “Culture is directly linked to urban competitiveness and residents' quality of life, so designation as a cultural city is essential for sustainable regional development and the spread of cultural life among local residents. We will make every effort to ensure that Gwanak-gu is designated as a preliminary legal cultural city this year, centered on the Culture City Center, which has now begun full-scale operations.”

Dongjak-gu (Mayor Lee Chang-woo) announced on the 14th that the 'Smoking Gun IoT' platform project, promoted in partnership with Durewin, was finally selected in the 2022 Smart City Innovation Technology Discovery Contest hosted by the Ministry of Land, Infrastructure and Transport, securing 1.5 billion KRW in national funding.


'Smoking Gun' refers to key evidence proving a specific act or phenomenon. Recently, vehicle black boxes have become smoking guns, playing a decisive role in solving various crimes.


Accordingly, the district plans to integrate black box footage into frontline administration and build the 'Smoking Gun IoT' public safety platform using smart technology, the first of its kind among Seoul's autonomous districts, to eliminate blind spots in crime prevention.


'Smoking Gun IoT' is a platform where, when the district registers information about a crime incident, it automatically locates black box footage recorded at the scene and notifies the driver, who can then report the footage via smartphone. However, drivers can only report if there is a request from the district's CCTV integrated control center or the police regarding the incident or accident, and if the footage is recorded on the vehicle's black box. Personal information such as the driver's movement path is not collected, and black box footage is basically transmitted with mosaic processing.


In the second half of this year, the district plans to recruit about 1,000 vehicles, mainly public institution vehicles, including village buses, taxis, and security cooperation groups, to support the installation of IoT black box devices. It also plans to gradually expand services through collaboration with delivery companies and shared car enterprises.


The district expects that Smoking Gun IoT will overcome the cost and spatial limitations of existing fixed CCTV and greatly contribute to investigations of various incidents and accidents.

Mayor Lee Chang-woo of Dongjak-gu said, “The life and safety of residents are the top priorities in district administration. We will strive to create a safe living environment for residents through the successful implementation of this demonstration project incorporating smart technology.”


Since 2019, the district has been focusing on creating a 'Dongjak-gu-type Smart City' by integrating smart technologies such as AI, big data, and IoT into administrative areas. Last year, it received the Minister of the Interior and Safety Award for the 'Smart Walkway Creation Project,' and in March this year, it installed a 'Smart Shelter' at the Soongsil University Entrance Station bus stop equipped with automatic heating and cooling, public Wi-Fi, and emergency bells, leading the expansion of tangible smart services in daily life.

Dobong-gu (Mayor Lee Dong-jin) achieved a high score, ranking first among the 25 autonomous districts of Seoul and second among nationwide basic local governments, in the '2021 Information and Communication Accessibility Compliance Survey' conducted by the Disability Rights Center. This means that anyone, including persons with disabilities, can easily access Dobong-gu's public websites.


The Disability Rights Center surveyed the web accessibility of 4,868 websites (935 metropolitan local governments and 3,933 basic local governments) from March to December 2021. Dobong-gu's web accessibility compliance rate was 45%, about 20 percentage points higher than the integrated average of 24.18% for Seoul's autonomous districts.


Dobong-gu has been allocating a separate budget annually to improve web accessibility for persons with disabilities, selecting 10 sites to obtain 'Korea Web Accessibility Certification' from the Korea Web Accessibility Certification Evaluation Institute designated by the Ministry of Science and ICT, and has been striving to operate websites in accordance with web accessibility standards.


Building on this result, the district plans to select 10 additional websites, including the district's main homepage, for web accessibility certification and carry out accessibility improvements this year.


Mayor Lee Dong-jin of Dobong-gu said, “Web accessibility in basic local governments is especially important because it is closely related to residents' daily lives, such as welfare support projects. We will continue to supplement and improve so that the elderly and persons with disabilities can use the Dobong-gu homepage easily and conveniently.”
