Gwangyang City Council Opens Final Session of the 8th Term


[Asia Economy Honam Reporting Headquarters, Reporter Heo Seon-sik] The Gwangyang City Council of Jeollanam-do (Chairman Jin Su-hwa) announced that it will hold the 308th extraordinary session, the last session of the 8th term, for 8 days starting from the 7th, to review submitted agenda items such as ordinances, general matters, and the 2nd supplementary budget for 2022.


On the first day of the extraordinary session, the 1st plenary meeting addressed the formation of the Budget and Accounts Special Committee, appointment of members, and the proposal explanation of the 2nd supplementary budget for 2022.


The scale of this supplementary budget is 1.2647 trillion KRW, which is an increase of 94.9 billion KRW compared to the 1.1698 trillion KRW of the 1st supplementary budget.


Ordinances initiated by council members were also submitted.


The ordinance on supporting the life re-start of the middle-aged in Gwangyang City, proposed by Councilor Jeong Min-gi, includes provisions to assist the re-leap and welfare enhancement of middle-aged citizens in Gwangyang and to support successful preparation for old age.


From the 8th, each relevant standing committee will review ordinances and other agenda items, conduct preliminary review of the 2nd supplementary budget, and then the Budget and Accounts Special Committee will conduct a comprehensive review and adjust the budget accordingly.


In his opening remarks, Chairman Jin Su-hwa emphasized, "Since this session deals with various ordinances and especially the 2nd supplementary budget, I ask you to carefully examine so that even small funds are not wasted and are focused only on necessary areas."


He also continued to speak on various current issues.


All city council members proposed to the central government the necessity of establishing a provisional Gwangyang Tax Office, as the Suncheon Tax Office Gwangyang branch currently only handles civil complaints and tax base management, which is insufficient to cope with the rapidly increasing national tax administration demands.


Regarding the administrative district adjustment of Seonghwang?do-i district, they requested the executive agency to deeply consider and find solutions to the demands made by local residents.


Furthermore, in response to the "Children and Youth Disaster Relief Fund Opposition Committee," which opposes the support of disaster relief funds for children and youth and demands support for small business owners, he stated that the fairness and efficiency of the budget will be thoroughly reviewed.


Chairman Jin said, "I extend my condolences to the small business owners and self-employed who have suffered economic hardships for a long time due to the prolonged COVID-19 pandemic," and emphasized, "All members of the Gwangyang City Council ask to carefully examine the 2nd supplementary budget, including the feasibility of projects and the elimination of wasteful or populist budgets, and to conduct an in-depth review so that the budget can be compiled in a way that all citizens can accept."


Finally, he expressed gratitude, saying, "I thank my fellow council members who have devoted themselves to legislative activities with passion for the development of the local community and the enhancement of citizen welfare over the past four years, and I deeply thank the citizens of Gwangyang and public officials who have given unwavering support and encouragement to the Gwangyang City Council."
