[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Lee Dong-jin) requested the Board of Audit and Inspection to conduct a public audit on the Ministry of Land, Infrastructure and Transport's attempt to change the GTX-C line Dobong section to an aboveground route on the 25th of last month. On the 10th, Mayor Lee met directly with the Minister of Land, Infrastructure and Transport to explain the unfair project plan change and requested countermeasures.
At the meeting arranged by local lawmakers In Jae-geun and Oh Ki-hyung with the Minister of Land, Infrastructure and Transport, Dobong-gu Mayor Lee Dong-jin expressed his opinion, saying, "I hope the GTX-C line procedure will be stopped and discussions on how to handle this issue will continue."
In response, Minister of Land, Infrastructure and Transport Noh Hyung-wook said, "Since KDI (PIMAC) is currently reviewing the contents of the implementation agreement, we will take measures to allow opinions, including those raised by the local community, to be submitted. The review schedule of the Ministry of Strategy and Finance's Private Investment Project Deliberation Committee, originally scheduled for March this year, will be postponed."
Also, a resident representative attended the meeting and submitted a petition and signature list, stating, "We hope the project will proceed as originally planned and look forward to a positive response."
Dobong-gu stated that it will continue efforts to ensure the original plan is implemented through ongoing communication with the Ministry of Land, Infrastructure and Transport.
On the 10th, Yongsan-gu Mayor Seong Jang-hyun attended the ‘2022 Active Administration Workplace Training’ in his office.
This training was conducted in accordance with Article 8 (Mandatory Legal Education) of the Local Public Officials Active Administration Operation Regulations. The training was held online, and all employees of the district office were required to participate.
The active administration workplace training helps change public officials' awareness through education on active administration systems and case studies. The goal is to spread a culture of active administration throughout the organization.
Yongsan-gu Mayor Seong Jang-hyun said, "Last year, we established the first-ever Active Administration Promotion Team nationwide, and last month, we launched a dedicated Active Administration Committee. Based on institutional foundations and changes in employee awareness, we will provide innovative administrative services as a leading autonomous district in active administration."
Gangbuk-gu (Mayor Park Gyeom-su) Dream Tree Nurturing Scholarship Foundation's scholarship program marked its 10th anniversary this year.
On the 10th, the Gangbuk-gu Dream Tree Nurturing Scholarship Foundation (Chairman Choi Ki-seok) held a ceremony at the Gangbuk-gu Office auditorium to present scholarship certificates to talented young individuals in music, art, and other fields.
The Gangbuk-gu Dream Tree Nurturing Scholarship Foundation, a representative educational project of Gangbuk-gu and a talent development program in Korea, distinguishes itself by supporting local students with outstanding talents in music, art, dance, sports, theater, and academics who face economic difficulties that prevent them from fully developing their abilities, providing continuous support until their talents bear fruit.
Applications for this year's scholarship were accepted through a public announcement on the district website starting November last year. A total of 19 applicants across six fields applied. After the first document screening, 10 were shortlisted, and along with 27 existing talent scholarship recipients, a total of 37 candidates underwent a second on-site evaluation.
As a result, five new 10th-term scholarship recipients were selected across four fields, and 25 existing talent scholarship recipients were reselected, making a total of 30 recipients who received scholarship certificates. Including the newly selected five and the 25 continuing recipients, 30 individuals received certificates on this day.
They will receive scholarships up to 3 million KRW over one year from the Dream Tree Nurturing Scholarship Foundation to cover educational expenses necessary for talent development, such as academy tuition, competition participation fees, and related material purchases. Continuous support is possible if their passion and growth potential toward their dreams are recognized through annual re-evaluations. Since the foundation's establishment in April 2012, a total of 149 individuals have received scholarships amounting to 427 million KRW.
Because continuous support is determined through annual re-evaluations, selected students are motivated to constantly improve their practical skills and develop their talents.
According to officials, Dream Tree Nurturing scholarship recipients have achieved significant progress by collaborating with mentor teachers and consistently developing their talents, winning excellent results in various competitions.
Before the scholarship certificate presentation, congratulatory videos from graduates of the Dream Tree Nurturing Scholarship Foundation and videos of the second-round selection process for talent scholarship recipients were screened.
Mayor Park Gyeom-su, who attended the event, said, "I hope you will generously demonstrate your talents for yourselves and society," and added, "We will continue to discover and support students with outstanding talents who face difficulties in spreading their wings until the end."
2020 Neighborhood Learning Center Program ‘Pyeongchang-dong Hwajeong Museum - French European Embroidery’
On the 9th, Jongno-gu achieved the great feat of being newly selected as a lifelong learning city for 2022 by the Ministry of Education and the National Institute for Lifelong Education, securing a project budget of 80 million KRW.
This is expected to accelerate the expansion of lifelong education opportunities in daily life and create an educational city where residents can live with pride.
The selection as a lifelong learning city was based on a balanced evaluation over two rounds, including the establishment of related ordinances, mid- to long-term comprehensive plan development, formation and operation of councils, and the appropriateness of project plans.
Recognized as a genuine lifelong learning city, Jongno-gu has the vision of ‘TEAM Jongno, a sustainable educational city growing together’ and plans to devote resources and capabilities to carry out eight lifelong learning city strategic tasks.
The strategic tasks include ▲post-COVID digital competency and citizenship enhancement ▲discovery and consulting of Jongno-type lifelong learning models by district ▲capacity building for lifelong learning stakeholders to strengthen governance ▲expansion of citizen participation through education promoting sustainable development.
Additionally, efforts will be made for ▲fostering Jongno makers utilizing and linking local resources ▲curating and archiving local arts and cultural resources ▲training and operating lifelong learning managers to establish lifelong education support systems ▲preparing for the lifelong vocational education era through diverse employment and entrepreneurship education.
Jongno-gu has consistently promoted lifelong education projects to ensure all residents enjoy the joy of learning equally. A representative example is the opening of the ‘Lifelong Education Center’ in Daehangno in November 2019, equipped with lecture rooms, resource rooms, and spaces for lifelong learning club activities.
Furthermore, ‘Neighborhood Learning Centers’ serving as lifelong learning centers at the dong (neighborhood) level have been designated to guarantee residents' proximity learning rights, build a solid lifelong education infrastructure, and actively exchange and cooperate with local institutions.
Not only has Jongno-gu prepared substantial specialized programs based on traditional culture, but it has also supported adult literacy education institutions and night schools for the disabled to assist educationally marginalized groups.

Gwangjin-gu (Mayor Kim Seon-gap) is expanding the operation of the Gwangjin-gu Disaster and Safety Countermeasures Headquarters comprehensive situation room to improve the efficiency of home treatment management systems as confirmed COVID-19 cases surge due to the dominance of the Omicron variant.
First, to strengthen the home treatment promotion system, the district unified the separated infectious disease workspaces and administrative support workspaces of the public health center into the main auditorium.
Additionally, to manage the rapidly increasing number of home treatment patients, personnel have been significantly increased, and a kit storage space has been set up in the same location to quickly provide home treatment kits.
On the 9th, Gwangjin-gu Mayor Kim Seon-gap visited the Disaster and Safety Countermeasures Headquarters, now relocated to the main auditorium, to check the situation and encourage staff.
Mayor Kim said, “I thank the staff who are working tirelessly day and night,” and added, “Since workers at the forefront of the quarantine system could cause operational paralysis if infected, please strictly manage personal quarantine rules.”
He further requested, “Please follow the manual and respond to inquiries within 30 minutes.”

The Home Treatment Task Force strengthens the emergency response system for existing home treatment patients and reinforces the management system for patients waiting for hospital beds, managing 24-hour emergency patient bed allocation and transportation.
The Infectious Disease General Team and Infectious Disease Management Team oversee COVID-19 response, the Basic Epidemiological Investigation Team handles basic investigations and home treatment classification of confirmed cases, the Situation Management Team manages social distancing measures, and the Self-Quarantine Monitoring Team oversees self-quarantine management. The Call Center handles COVID-19-related civil complaints, vaccine reservations, and consultations.
Gwangjin-gu Mayor Kim Seon-gap said, “Considering the high transmissibility of the Omicron variant and the mild symptoms typical of Omicron patients, we judged that it is necessary to improve the efficiency of the home treatment management system and decided to expand its operation. Gwangjin-gu prioritizes ‘citizen safety’ and will do its best to alleviate residents' anxiety.”
