Complete Overhaul of Nongjiwonbu into 'Nongjidaejang'


[Damyang=Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Jeonnam Damyang-gun announced on the 7th that it will convert the ‘Nongjiwonbu’ (Farmers’ Register) into the ‘Nongjidaejang’ (Land Register) by April 15th in accordance with the amendment of the Farmland Act to strengthen farmland ownership, use, and management.


The current Nongjiwonbu is prepared based on farmers, but from April 15, 2022, the Nongjidaejang will be prepared based on each farmland parcel, the responsible agency will change from the farmer’s address to the farmland location, and unlike the Nongjiwonbu which is prepared and managed ex officio by the agency, a notification system will be applied.


Accordingly, when changes such as lease contracts, cancellations, modifications, or installation of livestock barns and agricultural production facilities occur on the farmland, it is mandatory to report to the responsible agency within 60 days.


The county plans to send information about the Nongjiwonbu reorganization along with notices and promotional materials containing the recorded details in the Nongjiwonbu to 10,779 heads of farming households by the 11th of this month to prevent any inconvenience to civil complaints due to the reorganization.


Farmland owners who need to correct or change the ownership and use status of farmland recorded in the Nongjiwonbu can request maintenance of the Nongjiwonbu at the township or town office of the farmer’s address by the 28th.


If the farmland is currently subject to cultivation confirmation or if the final confirmation date of cultivation is before 2019, failure to maintain it within the deadline may result in the inability to issue the Nongjidaejang, so caution is required.


The Nongjiwonbu can only be issued until April 6, 2022, so if past records such as the initial preparation date, farmland area by individual cultivation status, and household member information are needed, it must be issued within the deadline. Afterward, the Nongjiwonbu will be stored for 10 years.


A county official said, “Through the reorganization of the Nongjiwonbu to manage farmland by parcel and location, more efficient farmland management is expected,” and added, “We will do our best to ensure thorough promotion so that confusion does not arise from the changes and that it can be settled as soon as possible.”
