[Asia Economy Reporter Ryu Tae-min] The Ministry of Land, Infrastructure and Transport announced on the 7th that it will issue a resident recruitment announcement for 1,003 units of the 3rd private pre-sale starting from the 8th, officially beginning the subscription schedule. Pre-sale is conducted by disclosing the estimated sale price 2 to 3 years before the main sale, and it was first introduced to private sales last year.


This private sale will take place in two locations: Unjeong 3 District in Paju-si, Gyeonggi-do, and Hoecheon in Yangju-si. Although relatively far from Seoul, units larger than 84㎡, which are preferred by buyers, account for 89% (894 units) of the total supply. In Paju Unjeong 3 District, 501 units of the 84㎡ type, known as the "National Standard Size," will be supplied. In Yangju Hoecheon, 109 units of 74㎡ and 393 units of 84㎡ will be supplied.


The estimated sale price for Paju Unjeong 3 District is about 430.6 million to 440.7 million KRW for 84㎡, which is approximately 13 million KRW per 3.3㎡. In Yangju Hoecheon, the 74㎡ units are priced around 366.26 million KRW, and the 84㎡ units range from 413.7 million to 416.37 million KRW.


The private pre-sale complexes are subject to the price ceiling system, with private companies calculating the estimated sale prices, which are then set after verification by the HUG Estimated Sale Price Verification Committee. The HUG Estimated Sale Price Verification Committee consists of about five members, including representatives from HUG, the Korea Real Estate Board, LH, and local government officials.


Notably, in the 3rd private pre-sale, about 210 units, accounting for 21% of the total supply, will be allocated by lottery. Single-person households, newlywed couples without children, and high-income dual-income households can also win. Additionally, the general supply ratio is 37%, more than twice that of the public pre-sale (15%), providing many opportunities for middle-aged and older applicants who find it difficult to aim for special supply.


Paju Unjeong 3 District plans a total of 45,000 housing units, with significant improvements in accessibility to the metropolitan area through the expansion of the wide-area transportation network. In particular, the GTX (Great Train Express) Line A will be newly established within 1 km of the district, and the Metropolitan Area 2nd Ring Expressway will also be newly constructed nearby.


The supply schedule is as follows: subscription application from February 18 to 22, and winner announcement from February 28 to March 2.


Even if you are not selected in this pre-sale, more opportunities will come in the future. The government plans to supply a total of 70,000 units this year, including 32,000 public pre-sale units and 38,000 private pre-sale units. In particular, in the private sector, pre-sale will be conducted for 4,000 units of the urban public housing complex projects promoted in Seoul.
