Yongsan-gu Promotes 'Clearing Civil Complaints by 4 PM'... Civil Complaint Processing Time Reduced by 10%+


[Asia Economy Reporter Park Jong-il] Yongsan-gu (Mayor Seong Chang-hyun) will promote the 2022 "Clearing Departmental Civil Complaints by 4 PM" initiative. This is to emphasize the urgency of handling civil complaints directly related to residents' economic activities.


As all employees were frequently deployed to COVID-19 quarantine sites regardless of their assigned duties, the delay rate in handling civil complaints in Yongsan-gu increased from 3% in 2019 to 4.3% in 2020.


In response, the district officially launched the "Clearing Departmental Civil Complaints by 4 PM" (hereafter referred to as "Clearing Complaints") from January 2 last year. As a result, the delay rate in handling civil complaints dropped significantly to 0.9% in 2021 (56,687 cases handled in 2021).


A district official stated, "After promoting Clearing Complaints, the processing speed also improved," adding, "Compared to 2020, the average reduction rate in departmental complaint processing time increased by about 10% in 2021."


"Clearing Complaints" targets statutory civil complaints with specified processing deadlines, excluding certificate issuance, and covers reports, registrations, approvals, and permits.


This year as well, the district ensures that no unattended complaints remain unconfirmed by requiring responsible personnel to check all complaints transferred to their departments every day at 4 PM without fail.


The receiving department notifies the responsible person and team leader of the complaint details one day before the deadline via letter or phone, and if any complaints exceed the deadline, a formal reminder is sent to the department head.


Seong Chang-hyun, Mayor of Yongsan-gu, said, "Despite difficult circumstances, I feel reassured by the 1,400 public officials who have spread a swift complaint handling atmosphere through small changes."


Separately, the district will expand the "Complaint Processing Mileage System" to encourage rapid complaint handling. Until 2021, three outstanding public officials who processed statutory complaints faster than the legal deadline were awarded once a year; starting this year, eight officials will be awarded twice a year, in the first and second halves.

Jungnang-gu (Mayor Ryu Gyeong-gi) mobilized all employees, including Mayor Ryu, to conduct snow removal work on the 19th afternoon to address ice formation on major roads, slopes, and vulnerable areas caused by heavy snowfall and to minimize residents' inconvenience.


The district operates two automatic brine spraying devices and two road heating systems for effective snow removal during the early stages of snowfall. Additionally, snow removal vehicles were pre-positioned at major vulnerable areas one hour before the expected snowfall to enable prompt snow removal operations.


Mayor Ryu Gyeong-gi, who conducted snow removal work on the Bonghwasan mountain trail that day, said, "Unlike last year, we were able to carry out rapid snow removal by operating automatic brine spraying devices and road heating systems this year," adding, "We will continue to carefully monitor all areas during winter to minimize any potential inconvenience for residents."

Dobong-gu (Mayor Lee Dong-jin) will secure the execution power of Dobong-gu's cooperative governance agenda and activate cooperation by publicly recruiting "Cooperative Governance Forum Members" from January 17 to February 7.


The "Cooperative Governance Forum" is an executive decision-making body that discusses and deliberates on all matters related to the agenda. It consists of about 20 members, including members of the Cooperative Dobong-gu Council, public officials, and local residents. The "Forum Members" carry out public-private cooperative activities such as sharing plans, reviewing and deliberating, and sharing outcomes to solve community issues.


The district plans to select about 10 private members per agenda through this public recruitment. Anyone with cooperative governance experience or willingness to participate can apply by submitting an application form via email (2017011717@dobong.go.kr) or through the Dobong-gu Office's Sustainable Development Division. The application form can be downloaded from the Dobong-gu Office website (Announcements & Budget → Events & Recruitment).


Member selection results will be individually notified in February after consultation with the responsible department.


Meanwhile, the 2022 Dobong-gu cooperative governance agenda includes seven projects: ▲ Systematizing village media activities to activate resident communication ▲ Gender-sensitivity education for a women-friendly Dobong ▲ Citizen capacity-building projects for disaster response ▲ Youth climate crisis response practice projects ▲ Dobong RW mileage for improving resource recycling awareness ▲ Local commercial district revitalization with neighborhood stores ▲ Expansion and promotion of non-smoking zones to prevent secondhand smoke damage.


Since December 2016, Dobong-gu has led local cooperation by enacting the "Basic Ordinance for Activating Public-Private Cooperation in Dobong-gu," the first among nationwide local governments, establishing an institutional foundation for sustainable cooperation, and being the first Seoul district to establish a "Community Innovation Plan."


Lee Dong-jin, Mayor of Dobong-gu, said, "Public-private cooperation is a process where the public and government jointly decide and implement policies to solve community problems. We hope many residents will participate to create Cooperative Dobong together."

On the 19th, a small piggy bank collected with tiny hands was delivered to the Shindaebang 2-dong Community Service Center (Dongjang Moon Jeong-sun).


The IM Daycare Center in Shindaebang 2-dong, Dongjak-gu, handed over 579,660 won collected by 24 children and 12 childcare staff, asking that it be used to help neighbors in need.


This event, now in its sixth year, involves each child at IM Daycare Center donating a piggy bank they have filled with leftover coins saved at home over the year. The donated funds will be added to the 2022 Hope Ondol Warm Winter Fund and used to support low-income neighbors in Shindaebang 2-dong during the cold winter and Lunar New Year.


One child who participated said, "I feel proud to donate my piggy bank. I want to come again with my friends next year," while Director Shin Min-ja added, "It is the warm hearts of the children gathered together. Although the amount is not large, we hope it will help those in need even a little."


In response, Moon Jeong-sun, head of Shindaebang 2-dong, said, "We thank the parents who helped with the sharing activity and the staff and children who participated. The Shindaebang 2-dong Community Service Center will continue to actively communicate with residents and strive to have a positive influence."


Meanwhile, the Shindaebang-dong Complex Library (686-48 Shindaebang-dong), which began construction in October last year, is a community cultural space combining a daycare center and library across basement level 1 to the 4th floor, scheduled to open in September this year.


In particular, to meet the insufficient childcare demand, the first floor is being developed as a daycare center, and through linkage with the nearby Moms Heart Cafe, childcare services will be expanded, making Shindaebang-dong a child-friendly environment.

Gwangjin-gu (Mayor Kim Seon-gap) will support moving expenses up to 200,000 won to stabilize housing for households receiving basic livelihood security.


The "Moving Expense Support Project for Vulnerable Groups," starting for the first time this year, partially covers moving costs for households receiving basic livelihood and medical benefits.


Applications are possible when all household members move from outside the district to inside or vice versa, excluding residents of communal living homes and welfare facilities.


This applies to lease contracts starting from January this year and can be supported once every two years.


Moving expenses can be claimed at the local community service center within 60 days of the move-in registration date, with a maximum support of 200,000 won per household.


Kim Seon-gap, Mayor of Gwangjin-gu, said, "Since the moving rate among basic livelihood security households is very high, we hope this support will provide practical help to recipients," adding, "We will continue to implement various projects to support vulnerable groups who have become more challenged due to the prolonged COVID-19 pandemic."

Geumcheon-gu (Mayor Yoo Seong-hoon) will conduct digital literacy education for residents from February 3 to December to eliminate information gaps between classes and strengthen residents' digital capabilities.


The education will be conducted online, with plans to gradually expand offline classes depending on the COVID-19 situation. Two regular classes and two special lecture classes will be held monthly, with courses segmented from basic to advanced levels to meet residents' educational needs.


The February courses, held from February 3 to 28, include four classes: "Basic Computer," "Basic Internet," "Smartphone App Usage," and "Basic Smartphone and Kiosk Usage."


Residents wishing to enroll can apply from 10 AM on January 25 to 6 PM on January 28 via the Geumcheon-gu Office website's "Education Portal" or the resident digital literacy education call center. Results will be notified by text message after 6 PM on January 28.


Additionally, Geumcheon-gu plans to offer customized education such as ITQ preparation classes for career-interrupted women and marriage immigrants, special lectures for Chinese residents, and mobile kiosk experience education based on demand surveys.

Yongsan-gu Promotes 'Clearing Civil Complaints by 4 PM'... Civil Complaint Processing Time Reduced by 10%+


Seongbuk-gu (Mayor Lee Seung-ro) will begin accepting applications for the Seoul Artist Livelihood Stabilization Fund (3rd Emergency Disaster Relief Fund for Artists) from January 24 to February 7.


This measure supports artists facing economic difficulties due to the prolonged COVID-19 pandemic and suspension of various artistic activities.


Seongbuk-gu ranks second among Seoul districts in the number of artists who have completed artist activity certification. It also provided the largest amount of support in Seoul during the two rounds of emergency disaster relief in March and July last year.


The eligibility for the Seoul Artist Livelihood Stabilization Fund requires artists to reside in Seoul as of the announcement date (January 17, 2022), hold a valid artist activity certificate issued by the Korea Artist Welfare Foundation as of the announcement date, and have household income at or below 120% of the median.


To benefit more artists, the fund adjusted the regional subscriber health insurance premium standard to 82,112 won, the same as workplace subscribers, and removed exclusion conditions from the first and second rounds, allowing all eligible artists to receive support. However, artists confirmed for support should note they will be excluded from special employment and freelancer emergency livelihood support.


Each artist will receive up to 1 million won in cash. If the number of recipients exceeds the budget, additional city funds will be secured for payment. Final payments are scheduled to begin at the end of February after review.


Applications can be submitted from January 24 to February 7 by email or in person at the Seongbuk-gu Office Culture and Sports Division for artists residing in Seongbuk-gu. Detailed information is available on the Seongbuk-gu Office website under "District Administration Guide."


Lee Seung-ro, Mayor of Seongbuk-gu, said, "Although performances and cultural arts events have been greatly reduced due to COVID-19, making it very difficult for artists to sustain their livelihoods and creative activities, we hope this support project will help artists overcome COVID-19 and resume passionate artistic activities."
