Cabinet Approval of Resident Registration Act Amendment Shortening Resident Registration Number Change Processing Period
[Asia Economy Reporter Lim Cheol-young] The amendment to the Resident Registration Act, which shortens the processing period for resident registration number changes, passed the Cabinet meeting on the 4th.
The Resident Registration Act approved at the Cabinet meeting includes ▲ shortening the processing period for resident registration number changes ▲ introduction of a mobile verification service for resident registration cards ▲ establishment of legal grounds for viewing and issuing the certificate of household move-in confirmation.
Until now, victims whose resident registration numbers were leaked due to voice phishing, digital sex crimes, etc., and who applied for a resident registration number change, faced a legal processing period of six months, causing concerns about secondary damage over a long period.
Accordingly, to alleviate victims' anxiety and strengthen protection, the review and decision period for resident registration number change applications will be shortened from six months to within 90 days. Even when the review and decision period is extended due to unavoidable reasons such as clear confirmation of damage facts, the review period will be reduced from three months to 30 days.
The mobile verification service for resident registration cards is also scheduled to be implemented in the first half of the year. The mobile verification service aims to prevent the misuse or forgery of personal information when a resident registration card is lost and to improve the inconvenience of carrying the physical card at all times. It provides a function to verify the details recorded on the resident registration card and its authenticity without the physical card. After completing identity verification through ‘Government24’, users receive an identity verification number (QR code) to display the resident registration card details on the screen or scan it to verify the authenticity of another person's resident registration card.
The Ministry of the Interior and Safety is consulting with related ministries to enable the service at airports, passenger terminals, financial institutions, etc., and plans to hold briefing sessions on utilization plans with major demand organizations by industry, including the four major convenience store chains in Korea.
In addition, legal grounds for viewing and issuing the certificate of household move-in confirmation have been established, and a statutory form for the ‘certificate of household move-in confirmation’ will be provided. Until now, viewing household move-in information for specific properties has been widely used for mortgage registration, real estate transactions, etc., but it has been operated based on enforcement rules rather than law. Also, the certificate of household move-in confirmation has been provided as a general printout rather than a statutory form, raising ongoing concerns about vulnerability to forgery and alteration.
Park Seong-ho, Director of the Local Autonomy and Decentralization Office, said, “We have revised the law to ensure that citizens can use resident registration services safely and conveniently,” adding, “We will continue efforts to create a resident registration system that strengthens personal information protection and adapts to changes in the digital environment.”
