2021 Jeonnam Province Personnel Evaluation Praised for Transparent and Fair Personnel Management System
[Hampyeong=Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Hampyeong County has been honored with the Excellence Award in the ‘2021 Personnel Excellence Evaluation of Cities and Counties’ conducted by Jeonnam Province.
According to the county on the 20th, the ‘2021 Personnel Excellence Evaluation of Cities and Counties’ was established by Jeonnam Province to evaluate and award local governments that actively cooperated in personnel affairs and achieved outstanding results among 22 cities and counties.
Hampyeong County received high scores in four evaluation categories: ▲ Recommendation and pass status of provincial transfer exams ▲ Achievement of appointment targets for national merit recipients, persons with disabilities, and female public officials at grade 5 or higher ▲ Personnel exchanges between the province and the county ▲ Best practices and policies.
The county is implementing innovative personnel policies aimed at fair and transparent personnel management focused on work and performance, including conducting a two-stage performance evaluation committee, outsourcing the recruitment of fixed-term public officials and public employees to specialized agencies, and applying a zero-tolerance principle for five major misconducts by public officials.
Additionally, new public official training was conducted with team leader-level employees as instructors, enhancing not only team leader capabilities but also the adaptability of new employees to the public service environment. The county actively responded to health administrative demands such as new infectious disease response through the expansion and reorganization of the public health center, operating proactive and flexible personnel policies.
A county official said, “This award is especially meaningful following the perfect score in the 2021 Personnel Integrity Evaluation conducted by the Anti-Corruption and Civil Rights Commission,” adding, “We consider it significant that Hampyeong County’s clean and transparent personnel administration is being recognized both domestically and internationally.”
County Governor Lee Sang-ik stated, “This award seems to indicate that the fair and transparent personnel management system, which has been consistently emphasized since the 7th local government administration, is taking root,” and added, “We will continue to lead efforts to strengthen organizational capabilities and establish a clean public service culture by promoting personnel policies centered on ‘work and performance.’”
