Councilor Guk inquired about ▲the realization of the Gwangsan District Food Plan and securing its budget ▲the intention to establish a Labor Rights Center for workers in workplaces with fewer than five employees, who are in a blind spot regarding labor rights ▲plans to realize a barrier-free city in Gwangsan ▲measures for land development without resident consultation ▲and the unilateral sale of private land by Gwangju City.
First, Councilor Guk asked about the progress and realization plans for establishing the Gwangsan District Food Plan, stating, “It is necessary to secure a long-term plan and budget that guarantees the agricultural economy of Gwangsan District and safe food for residents, and creates an opportunity of hope for farmers by consuming local agricultural products.”
He continued, “Just as Gwangsan District makes efforts for companies through the Corporate Doctor Center, Small and Medium Enterprise Complex Support Center, and Corporate Economy Division, it should also establish support measures for workers,” and requested the district mayor’s stance on the plan to establish a Labor Rights Center for workers in workplaces with fewer than five employees who are in a labor rights blind spot.
He also asked about plans to realize a barrier-free Gwangsan, saying, “Social organizations such as the Gwangsan District Community Security Council, residents’ autonomy associations, and neighborhood leaders should become members of the barrier-free village project and work to eliminate obstacles to daily life and group activities.”
Furthermore, he urged, “Please prepare measures to ensure that development projects in Gwangsan District, such as the Sanjeong District, Advanced 3 District, Gwangju Songjeong Station area development project, and the relocation of Kumho Tire’s Gwangju factory, reflect the opinions of residents and the plans of Gwangsan District.”
Along with this, he raised his voice, saying, “Despite the intention to sell the site in Pyeongdong 2nd Industrial Complex for the installation of Gwangsan District’s resource recovery center, the city sold the site to a private business operator through a private contract, and Gwangsan District cannot say anything,” and emphasized that “the district mayor should take the lead in informing residents of this unfairness and take action to correct the city administration.”
In addition, he added, “The labor union of Hoyeon Enterprise, which was approved for establishment by Gwangsan District, was ruled in November not to meet the qualifications of a legal labor union in terms of procedures and processes,” and stated, “The public official responsible for approving the establishment of an illegal labor union should be held accountable.”
