Jeon Seung-il, Gwangju Seo-gu Council Member, Points Out 'Procedural Defects' in Nongsong 1-dong Urban Regeneration Project

[Asia Economy Honam Reporting Headquarters Reporter Shin Dong-ho] Jeon Seung-il, a member of the Gwangju Metropolitan City Seo-gu Council, mentioned issues regarding the Nongsung 1-dong urban regeneration project in Seo-gu during the administrative audit on the 7th.


First, he claimed that there were procedural flaws in the selection process of companies for the house repair support project, a sub-project of the main project.


Although regulations clearly state that companies failing to submit a credit rating confirmation issued by a credit information agency are to be excluded from evaluation, the bidding company submitted a rating confirmation from the Construction Guarantee Union instead of a credit information agency.


Councilman Jeon said, “Because inappropriate documents were not filtered out during the review process, a company that should not have even been evaluated won the bid, causing the project to be halted. Due to Seo-gu’s lax review, innocent residents are suffering increased damages,” and added, “The quantitative and qualitative evaluation criteria must be promptly reexamined, the announcement reissued, and the company selection carried out thoroughly.”


He also requested that for the residents’ self-payment portion of the house repair support project so far, unissued tax invoices or cash receipts be issued so that residents can receive tax refunds such as year-end tax adjustments.


Furthermore, he pointed out issues such as defects in the quantitative evaluation during the selection of companies for the Nongsung 1-dong Urban Regeneration University, problems with the starting point of the Creative Nongsunggol Regional Capacity Building Project, and issues regarding the operating entity of the Creative Nongsunggol Community Center.


Councilman Jeon said, “Various problems are being discovered as the urban regeneration project is being rushed, causing increased harm to residents and waste of budget,” and added, “I hope the pointed-out issues regarding the urban regeneration project are quickly improved so that the project can be successfully completed.”
