Manifesto 3 Consecutive Years of Top Grade, Pledge Implementation Rate 96.7%

[Haenam＝Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam-gun, Jeollanam-do, is establishing itself as a new driving force for county administration development as most of the pledges from the 7th local government term are expected to be completed within the year.
According to the county on the 7th, with the inauguration of Haenam County Governor Myeong Hyeon-gwan, the 7th local government term confirmed 65 detailed tasks under five major strategies with the vision of "Shining Land’s End, Haenam Running Again," and is doing its best to achieve the pledge goals by checking and analyzing the quarterly progress.
By the third quarter, implementation of 52 detailed tasks was completed, and 13 projects are progressing normally, showing an outstanding achievement with a nationwide top-level progress rate of 96.7%.
Especially, in the fourth year of the 7th local government term, major projects such as the opening of Haenam Cinema and the Youth Nurim Culture Center, establishment of the Haenam Culture and Tourism Foundation, opening of Uldolmok Skywalk and the marine cable car, and the launch of the local food direct store have been completed in large numbers and successfully settled, becoming a source of vitality for regional development.
Recently, most projects such as the founding of Haenam Baseball for fostering talents in arts and sports, creation of a light tourism site through strengthening the nightscape of Uldolmok, and the promotion of Haenam 2030 Food Plan have also been completed.
The county is not only fostering the completed projects as a driving force for county administration development by continuously managing them to improve completeness but also accelerating major projects expected to be completed within the year, such as the creation of a fisheries food industry hub complex and increasing the sewerage coverage rate through public sewage treatment facilities at 12 locations within the county.
Haenam-gun has been selected as the highest grade (SA) for three consecutive years in the pledge implementation evaluation hosted by the Korea Manifesto Practice Headquarters and has been recognized as the best local government in the nation for pledge implementation by winning the grand prize and excellence awards in two indicators at the 2021 pledge implementation excellence case presentation.
Haenam-gun is the only county-level local government in Jeollanam-do to achieve the highest grade for three consecutive years. Nationwide, among 226 cities, counties, and districts, only three county-level local governments?Haenam-gun, Wanju-gun, and Yeongdeok-gun?have received the highest evaluation for three consecutive years.
Moreover, Haenam-gun’s pledges, selected as excellent cases through competitions, have shown faithful fulfillment of promises to residents across all areas of county administration, starting with the excellence award for introducing the farmer’s allowance in the economic sector in 2019, the grand prize for hosting the Minam Festival in the regional culture activation sector in 2020, the excellence award for SNS promotion in the newsletter and broadcasting sector, and consecutive awards in 2021 for anti-corruption and integrity and rights improvement sectors as well as community strengthening sectors.
The county has increased public consensus by making the pledge implementation process transparent so that residents can easily understand it at a glance and has enhanced objectivity and fairness of pledge implementation through the operation of a citizen evaluation group directly participating in the pledge implementation.
Governor Myeong Hyeon-gwan said, “At the launch of the 7th local government term, we have not given up despite the difficulties of COVID-19 and have sought possible ways to accelerate the implementation speed to fully fulfill our promises to residents, which has resulted in achieving a nationwide top-level pledge implementation rate. We will do our best to ensure that residents can tangibly feel the achievements of county administration through the successful completion of major projects as well as continuous management.”
