[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Sang-hyun] On the 2nd, Changwon City in Gyeongnam Province signed a personnel affairs agreement with Mayor Heo Seong-mu, Changwon City Council Chairman Lee Chi-woo, and officials from both institutions in attendance.


This agreement was prepared to establish an efficient personnel cooperation system with the council following the full revision of the Local Autonomy Act, which granted independent personnel authority to local councils starting January 13, 2022.


With the independence of the council's personnel authority, the practical personnel powers such as promotion, recruitment, discipline, and training of council-affiliated employees, which were previously under the mayor's authority, will now be exercised by the chairman of the city council.


The main contents of the agreement include selecting suitable candidates for initial stable settlement, personnel exchanges for balanced placement of outstanding talents, providing balanced promotion opportunities for public officials between institutions, and integrated operation of training and welfare benefits.


In line with the independence of the council's personnel authority, the city plans to fully support by creating one new department in the city council during next year's regular personnel appointments and increasing the number of public officials by 15.


Even after the launch next year, the city plans to provide council employees with equal public official training and various welfare benefits as city employees.


The city plans to recruit internal public officials wishing to work at the council, finalize the list within this month, and reflect it in the regular personnel appointments in January 2022.


Mayor Heo said, "The independence of the council's personnel authority is especially meaningful as it coincides with the launch of Changwon Special City next year," and added, "We will spare no administrative support to ensure the stable settlement of the council's personnel authority independence."
