[Sejong=Asia Economy Reporter Moon Chaeseok] On the 2nd, the Ministry of Government Legislation announced that the National Administrative Legislation Committee, a national advisory body on administrative legislation, will be launched on the 3rd.
The committee is a joint public-private committee under the Ministry of Government Legislation, co-chaired by the Minister of Government Legislation and a private sector chairperson, and consists of 38 members including private and government members. The private chairperson and members, who serve two-year terms, are appointed by the Prime Minister. Former Yonsei University professor Hong Jeongseon was appointed as the private chairperson. The private members are administrative law experts recommended by 34 institutions including prestigious academic societies and related organizations in the field of administrative legislation, the National Assembly, the Court Administration Office, the Constitutional Court, and government-funded research institutes. The inauguration ceremony will be held at 4 p.m. on the 3rd at the Koreana Hotel in Jung-gu, Seoul.
Following the inauguration ceremony, the first plenary meeting will also be held. The committee will share the operating rules and finalize the subjects of the legislative impact analysis, which will be introduced for the first time domestically and implemented from next year. The analysis subjects will be selected from five items, including the system for recovering and sanctioning fraudulent claims of public funds. Once the subjects are finalized, the executing agency will be selected early next year, and the legislative impact analysis will be conducted in cooperation with the relevant ministries.
The committee will have three subcommittees by field to discuss matters related to the amendment or supplementation of the "Administrative Basic Act," legal system maintenance, drafting review standards, and the legislative impact analysis system. Previously, these matters were promoted solely by the Ministry of Government Legislation, but now the committee plans to listen to and improve based on the opinions of experts from academia and the legal community.
Chairperson Hong said, "As I have long worked for the research and development of administrative law, today’s occasion is very meaningful," and added, "I will take on this heavy responsibility and lead the rule of law administration and democratization of administration." Director Lee Gangseop said, "With this launch, we expect public-private cooperation for the development of administrative legislation, including the 'Administrative Basic Act,' to become more active," and added, "We will strive to make the committee a meaningful place to establish principles and standards of administrative legislation and to discover legislative tasks necessary for the public."
