This Year, First Nationwide Legal Address Assigned to Underground Space... Demonstration of Industrial Model for Navigation and Autonomous Driving Using Address Information... Songpa-gu Presents New Possibilities for Address Utilization
[Asia Economy Reporter Jong-il Park] Songpa-gu (Mayor Park Seong-su) has become the first in the nation to assign legal addresses to the underground space of Jamsil Station, developing a standard indoor navigation model utilizing address information, thereby presenting new possibilities for address usage.
Recently, large-scale multi-story complex facilities where shopping, movie watching, and dining can be done in one place have been increasing. However, many of these facilities have different ways of displaying directions and lack an indoor address system, causing visitors to have difficulty finding their destinations.
In response, the district promoted the introduction, utilization, and activation of three-dimensional addresses last year and proposed policies on the criteria for setting and assigning three-dimensional addresses to the Ministry of the Interior and Safety. Reflecting this, the Road Name Address Act was fully amended on June 9, 2021, introducing the concept of assigning addresses to underground facilities that previously had none. This laid the foundation for assigning addresses to underground spaces that had been using management numbers as substitutes, supporting the economic activities of small business owners.
This year, building on last year’s research, the district enhanced the three-dimensional address system and proceeded with the development and demonstration of a concrete indoor navigation standard model utilizing addresses. Selected for the Ministry of the Interior and Safety’s pilot project, the initiative was carried out with 240 million KRW in national funds and 80 million KRW from the district.
Through this project, the district became the first nationwide to assign addresses to underground facilities, giving road names such as Jamsil Station Central Passage and Jamsil Station Exit 10 Line to the entire underground space of Jamsil Station.
Along with this, ‘object addresses’ were assigned to items prioritized for public safety, such as fire hydrants, elevators, and electric vehicle charging zones.
The district produced address information facilities using phosphorescent materials so they can be identified even during disasters or power outages, and displayed QR codes and AR (augmented reality) markers alongside the addresses to enable industrial linkage expansion and service diversification.
When the QR code on the address information facility is scanned, the location of the recognized place is implemented using digital twin spatial information. Additionally, it can be linked to platforms such as the district office website, the road name address system, Seoul Metro subway guidance, and the road name address guide, allowing easy access to various information with just one QR code scan.
The indoor navigation standard model allows real-time location tracking and route guidance when the AR marker on the address information facility nameplate is recognized. Utilizing this enables autonomous movement support in underground spaces and facilitates management of large underground parking lots.
Through the newly established three-dimensional address system, location-based services are now possible even in underground spaces where GPS (Global Positioning System) reception is impossible, presenting various industrial models and creating a foundation to support the 4th industrial revolution using address information.
Going forward, the district announced plans to ensure that the addresses assigned to the entire underground space of Jamsil Station can be searched and distributed via the internet and to propose related policies to the Ministry of the Interior and Safety.
Park Seong-su, Mayor of Songpa-gu, stated, “The indoor three-dimensional address concept introduced through our district’s policy proposal was reflected in the full amendment of the Road Name Address Act on June 9 this year,” adding, “We will continue to develop ways to utilize addresses to provide more diverse services and expand connections with the 4th industrial revolution.”
