[Asia Economy Reporter Park Jong-il] Seongdong-gu (Mayor Jung Won-oh) will implement the '2021/2022 Comprehensive Snow Removal Plan' until March 15 next year.
This comprehensive plan aims to minimize inconvenience to residents through prompt snow removal and to spread a snow removal culture involving residents. It focuses on preparing for heavy snowfall in winter by organizing and operating the Seongdong-gu Disaster and Safety Countermeasures Headquarters 24 hours a day, taking proactive measures for residents' winter safety.
Previously, the district secured 1,703 tons of snow removal supplies such as calcium chloride and salt, and placed 488 snow removal boxes on main roads and expected icy sections for residents to use autonomously in emergencies. It also completed support of 146 tons of snow removal agents to 148 apartment complexes in the area.
This year, the proportion of eco-friendly snow removal agents secured was significantly increased from 20% to 25%. Additionally, hardened leftover snow removal agents used in apartment complexes are separately collected, crushed, and recycled to minimize environmental pollution.
Since the pilot installation of a snow melting system on steep roads in Kumho Mountain Trail and in front of Oksu Elementary School's main gate in 2018, this year, heating cables were additionally installed at eight locations including the school routes of Eungbong Elementary and Dongsan Elementary, creating a total of 13 safe school routes free from icing.
During the With-Corona period, the district prepared a more meticulous and thorough comprehensive winter plan and will provide a 'Visiting Thawing Support Service' for vulnerable groups, including pre-inspection of frozen places such as water pipes and thawing services.
Furthermore, for elementary students unfamiliar with the concept of 'shoveling snow in front of one's home or store,' a snow removal guidance video titled 'Snow is Falling! Laughter is Bursting!' was produced featuring a comedian and Seongdong-gu officials. Non-face-to-face safety education will be conducted for students, parents, and teachers at a total of 21 elementary schools in the area.
Jung Won-oh, Mayor of Seongdong-gu, said, "In case of heavy snowfall accompanied by cold waves, not only traffic inconvenience but also residents' safety can be threatened, so we will devise thorough countermeasures. We will do our best to ensure everyone has a warm and safe winter."
Gwanak-gu (Mayor Park Jun-hee) has established a plan to expand home treatment in preparation for an increase in home patients following the government's expansion plan for home treatment, and is making every effort for phased recovery of daily life through thorough COVID-19 response including expansion of dedicated personnel.
On the 29th of last month, the Ministry of Health and Welfare expanded the target for home treatment to all confirmed cases except those with hospitalization factors or special cases such as vulnerable residential environments, in response to changes in the COVID-19 situation such as bed shortages and an increase in asymptomatic and mild confirmed cases.
Accordingly, the district integrated and reorganized the home treatment management team, which was previously divided into health management and isolation management teams, into a dedicated home treatment team to stably manage the increased number of home treatment patients. The number of staff was expanded from 8 to 20, and one additional cooperative hospital was designated for active response.
Home treatment usually lasts about 10 days, during which medical staff from the designated cooperative hospitals, H Plus Yangji Hospital and Sarang Hospital, monitor patients' conditions twice daily.
The dedicated home treatment team thoroughly prepares for emergencies by providing health monitoring linked with cooperative hospitals, medical support, self-quarantine management for home treatment patients and their families, handling living complaints, 24-hour health consultations, and cooperative hospital linkage.
In addition, to ensure stable treatment during home treatment, treatment kits to check health status are immediately delivered in cooperation with community service centers, and daily necessities support and living support funds according to the number of household members are provided, ensuring thorough management of home treatment patients.
A district official said, "We will actively respond to the increased number of home treatment patients through thorough management and support by the dedicated home treatment team and strive to establish a systematic and flawless home treatment system."
Yangcheon-gu (Mayor Kim Soo-young) announced that it received the Chairman's Award of the Presidential Committee on Balanced National Development at the final presentation of the 'Core Talent Development Education for Autonomy and Innovation' held online from July to October.
The 'Core Talent Development Education for Autonomy and Innovation,' co-hosted by the Presidential Committee on Local Autonomy, the Presidential Committee on Balanced National Development, the Ministry of the Interior and Safety, and the National Association of Mayors, Governors, and District Heads, is a contest project that supports the establishment of innovative policies by strengthening integrated public-private capabilities and designing and implementing solutions to regional problems with teams consisting of two citizens and two public officials.
At the final presentation, Yangcheon-gu presented a project titled 'Yangcheon Jang (fermented sauce) Culture: Connecting Tradition, Health, People, and Jobs,' winning the Chairman's Award of the Presidential Committee on Balanced National Development.
Yangcheon-gu's 'Jang (fermented sauce) project' started based on residents' continuous demand for safe and healthy food. It began in 2019 with 60 jangdok (fermentation crocks) at local community centers and welfare centers, and now operates with a total of 279 jangdok through additional installations at schools and Yangcheon Urban Agriculture Park.
The jang produced jointly by the public and private sectors is shared with vulnerable groups, spreading a culture of donation and positive influence. Moreover, professional education is provided to activists and residents participating in the project to train them as jang production and management specialists, significantly contributing to unique job creation in Yangcheon-gu.
Kim Soo-young, Mayor of Yangcheon-gu, said, "I am pleased that the achievements of Yangcheon-gu's 'Jang project,' which promotes the excellence of traditional food and a safe food culture, have been recognized through this award. Songpa-gu (Mayor Park Sung-soo) announced that its Volunteer Center held the '2021 Volunteer Day Ceremony' on November 30 at the Songpa-gu Citizens' Hall auditorium to celebrate the 25th anniversary of the Volunteer Center and Volunteer Day (December 5).
The 'Volunteer Day event' is a festival held annually to promote participation in volunteer activities and boost volunteers' morale, established by the UN in 1985 designating December 5 as 'International Volunteer Day' and based on Article 13 of the Volunteer Activities Promotion Act.
Especially, the 2021 Volunteer Day Ceremony was organized to express gratitude and respect to volunteers who quietly practiced sharing in various social fields throughout the year despite the difficult COVID-19 situation.
The district also sent letters of appreciation to volunteers at temporary screening centers and vaccination centers in the first half of the year.

Gangdong-gu (Mayor Lee Jung-hoon) announced that it will operate the '2022 College Entrance Exam Consultation Room for Regular Admissions' from December 14 to 22.
This consultation room provides one-on-one customized counseling for examinees and parents in the region to support the establishment of regular admission strategies based on the results of the College Scholastic Ability Test (CSAT), the final hurdle in preparing for the 2022 college entrance.
Applications for the 2022 regular admission consultation room can be made through the Gangdong-gu Future Innovation Education Center website by December 12 on a first-come, first-served basis.
This year's CSAT was the first integrated test for humanities and sciences, with increased perceived difficulty and many variables, making it difficult for examinees and parents to prepare for regular admissions with accurate direction.

Gangseo-gu, Seoul (Mayor Noh Hyun-song) is tackling waste problems with residents' hands.
The district announced that it will promote the 'Resident-led Resource Circulation Village Creation' project to find solutions to the climate crisis and discover resource circulation models suitable for local conditions.
This project is a practical movement involving residents to effectively solve waste discharge and resource circulation problems through reduction, reuse, and recycling. As residents' awareness of the need to reduce waste has increased recently, it was selected as a regional social innovation task through public discussion and is being promoted as a public-private cooperation project.
Residents selected the single-family residential area of Hwagok 2-dong as a pilot area and set four major tasks through surveys: recycling, reuse, waste reduction, and prevention of illegal dumping.
A promotion team composed of residents of the area was formed, and three unit projects were prepared for each task, including 'Zero Food Waste! Cooking Class,' 'Household Waste Monitoring,' 'Recycling Guidebook Production,' and 'Every Corner of Hwagok 2-dong.'
To enhance resource circulation effects, the district is also working on facility expansion projects. Together with the promotion team, it will install mobile CCTV, food waste RFID volume meters, smart paper pack automatic collectors, recycling stations, and clothing collection boxes after on-site inspections.
The district plans to analyze improvements and achievements from the pilot project in detail to establish a Gangseo-type resource circulation model and support its application to other areas.

Eunpyeong-gu (Mayor Kim Mi-kyung) Village Community Support Center (Director Lee Chun-hee, hereafter the Center) held the '2021 Eunpyeong-gu Village Community Festival' for two weeks from the 4th to the 18th of last month.
This event was prepared to review and share the achievements of village community activities in 2021 with village activists, project teams, and residents. Due to the COVID-19 situation, it was held on a small scale at the dong (neighborhood) level.

The district installed the on-site civil complaint office on the first floor of the Dongdaemun Citizen Happiness Center located within the apartment complex and dispatched three staff members to handle moving-in reports, lease reports and fixed date assignments, viewing of moving-in households, issuance of resident registration certificates and transcripts, and large waste disposal applications all in one place. It also distributes guidebooks containing necessary living information to local residents, focusing on promoting convenience for apartment residents.

Gangbuk-gu (Mayor Park Gyeom-su) is recruiting participants for the '2022 Disabled Persons Job Project' until the 10th.
The number of recruits is 54 for welfare jobs, 34 for full-time, and 16 for part-time, totaling 104. Working hours and wages differ by recruitment field. Full-time (40 hours/week, 8 hours/day) and part-time (20 hours/week, 4 hours/day) workers work five days a week, with monthly salaries of 1,914,440 KRW and 957,220 KRW respectively. Welfare jobs involve working within 56 hours per month with a monthly salary of 512,960 KRW.
Applicants must be unemployed disabled persons aged 18 or older registered under the Disabled Welfare Act residing in Seoul. Excluded are National Health Insurance workplace subscribers (excluding dependents), those with long-term care grades, those with business registration certificates or unique number certificates, participants in other job projects, related personnel of performing or placement institutions, and participants for two consecutive years. Seongbuk-gu (Mayor Lee Seung-ro) successfully completed the '2021 Seongbuk-gu Online Resident Autonomy School.' The education was conducted from the 8th to the 26th of last month for residents who applied to be members of the 3rd term Resident Autonomy Committees in Dongseon-dong and Jongam-dong.
Among 118 residents who applied from the two dongs, 111 completed the course, showing a high completion rate of 94%, confirming residents' strong interest in resident autonomy.
Supported by Seongbuk-gu Office throughout the process, the education consisted of three two-hour lectures: ▲Lecture 1 Understanding Resident Autonomy and Resident Autonomy Projects ▲Lecture 2 Democratic Meeting Methods and Understanding Public Budgets ▲Lecture 3 Basic Roles of Resident Autonomy Committees and Resident Leaders. Seongbuk-gu will complete a public lottery for selecting committee members among the 111 residents who completed the school by December and appoint them as Resident Autonomy Committee members from January 1, 2022. The appointed members will serve for two years starting next year.

On the 1st, Jung-gu announced it will operate a 'customized consultation reservation system' for the cadastral re-survey project in Sindang 9-1 district. Accordingly, the Jung-gu Cadastral Re-survey Project TF team will communicate directly with residents until the 10th. In particular, the team plans to visit residents' land sites to examine issues firsthand, providing practical help.
Sindang 9-1 district covers 3,493㎡ with 87 parcels, of which 37 are national/public land and 50 are private land. About 30 owners own the private land, who have faced various difficulties due to discrepancies between cadastral maps dating from the Japanese colonial period and actual sites. Residents have demanded cadastral re-survey to protect property rights and maximize land use.
Jung-gu expects the consultation to greatly help residents with unclear boundaries causing disputes, those unaware of the exact extent of their land, and those who had difficulties exercising property rights such as land sales and use. Various materials, including design drawings of Sindang 9-1 district, will be used to help residents understand the cadastral re-survey.
The 'customized consultation reservation system' was implemented under special instructions from Mayor Seo Yang-ho. At a residents' briefing session last month, about 40 residents asked many questions, highlighting the need for more professional consultation services. Mayor Seo, practicing proactive administration, promised to operate the consultation service promptly, gaining residents' support. Such visiting consultation services for cadastral re-survey projects are rare in other local governments.
Jung-gu plans to gain residents' consensus through the consultation and proceed with the project after obtaining consent from more than two-thirds of residents. Once consent is completed, cadastral re-survey measurement, boundary consultation, and objection procedures will be conducted from January next year, with new land boundaries expected to be set within 2022.
Seo Yang-ho, Mayor of Jung-gu, said, "I thought a 'customized consultation reservation system' was necessary for residents to empathize and make rational judgments. As we pursue proactive administration, if this consultation service is well received, we will actively utilize it in other cadastral re-survey projects."
Dongjak-gu (Mayor Lee Chang-woo) announced on the 1st that it is recruiting participants for the '2022 Disabled Persons Job Project,' which provides jobs to vulnerable groups in the region and supports their independence.
This year, 143 people performed various tasks ranging from nursing assistant support to barista work. Based on two surveys, efforts were made to discover and expand customized jobs by disability type for next year.
Accordingly, the district will expand the number of participants in the 2022 disabled job project to a total of 163, an increase of 20 from this year: 59 for district direct disabled jobs, 95 for private consignment disabled jobs, and 9 for developmental disability workplace adaptation training.
First, the district will recruit 59 people for direct jobs targeting unemployed registered disabled persons aged 18 or older residing in the region who can perform the work (general-type jobs: 30 full-time, 16 part-time, 13 welfare jobs).
Residents wishing to participate should visit the district office's Elderly and Disabled Division and their local dong community center with participation application forms by the 10th. However, National Health Insurance workplace subscribers (excluding dependents), business registration certificate holders, participants in other financial support job projects, etc., are excluded. Final selection will be made based on work experience, degree of disability, income level, etc.
Selected participants will perform tasks such as social welfare assistance, disabled-only parking guidance, and administrative assistance at the district office, dong community centers, welfare centers, and social welfare facilities from January 3 to December next year.
Additionally, the district will select 95 participants through private consignment institutions to perform welfare assistance and nursing assistant support. From March to December next year, nine developmental disabled persons aged 18 to 39 will undergo workplace adaptation training performing office assistance and barista tasks.

Yeongdeungpo-gu (Mayor Chae Hyun-il) was selected as an excellent autonomous district for two consecutive years in the '2021 Outdoor Advertising Quality Improvement Evaluation' conducted among 25 autonomous districts in Seoul.
Seoul City conducts annual evaluations of outdoor advertising maintenance and improvement work to encourage healthy competition among districts, activate illegal advertising removal, and actively discover and disseminate excellent policies contributing to the improvement of outdoor advertising quality.
This evaluation comprehensively assessed performance in all areas of outdoor advertising from September last year to August this year, judging based on 24 detailed indicators across 10 items in three areas: fixed advertising, mobile advertising such as banners and posters, and signboard quality improvement.
As a result, Yeongdeungpo-gu was selected as an excellent district again this year and will receive an institutional commendation and a budget incentive for the 2022 signboard improvement project from Seoul City.
The district has strived to create a pleasant urban environment and alleviate residents' inconvenience by establishing and implementing comprehensive measures against illegal advertisements.
It established a special maintenance system during vulnerable times such as weekends and nights, intensively cracked down on complaint-prone areas, conducted safety inspections of old signboards around schools, and focused on cracking down on youth-harmful advertisements to create safe school routes.
It also conducted a comprehensive cleanup of unauthorized signboards indiscriminately installed around Daerim Central Market. Since last year, the district surveyed over 530 signboards around Daerim Central Market, removed about 270 illegal signboards, securing pedestrian safety and improving urban aesthetics.
Since last year, the district has promoted illegal advertising removal projects along with hope and safety jobs to overcome COVID-19. Through resident participation programs such as collection reward systems, Advertising 365 monitoring teams, and trace removal projects, illegal advertisements were removed, and jobs were provided to residents facing livelihood difficulties due to COVID-19.
Additionally, efforts were recognized for installing anti-illegal advertisement attachment plates, promoting signboard improvement projects on Yeongdeungpo-ro and Singil-ro, and various other efforts to improve outdoor advertising culture.
A district official said, "This excellent district selection is the result of active efforts by the district and residents to create clean streets and livable urban environments. We will continue to eradicate illegal advertisements that harm urban aesthetics and safety to create an open Yeongdeungpo that everyone wants to visit."
Dobong-gu (Mayor Lee Dong-jin) completed the first phase of the Green Remodeling project to upgrade three old district-run senior centers in Witdeul, Cheonghak, and Choheon Yaksu, which have low energy efficiency, to building energy efficiency grade 1++.
Building energy efficiency grades are classified into 10 levels from 1+++ (lowest annual primary energy consumption per unit area kWh/㎡, year) to 7 (highest).
The Green Remodeling project is a core project in the green building sector of the 'Dobong-gu Greenhouse Gas Reduction Strategy (September 2020),' aiming for net-zero greenhouse gas emissions by 2050.
The district first conducted on-site surveys with Seoul City and related experts, analyzing construction conditions, aging, and energy-saving effects, selecting six district senior centers as project targets. Among them, Witdeul Senior Center in Banghak 1-dong (built in 1997), Cheonghak Senior Center in Banghak 2-dong (built in 1996), and Choheon Yaksu Senior Center in Chang 3-dong (built in 1996) were chosen as the first phase sites.
Through this project, the district reinforced insulation of interior and exterior walls of district senior centers over 20 years old, installed high-efficiency boilers, heat recovery ventilation systems, insulated windows, solar power and other renewable energy facilities to maximize energy efficiency.
The three senior centers completed in the first phase are expected to reduce energy consumption by about 72% (66.7% to 76.6% depending on the center) and reduce total annual greenhouse gas emissions by about 22 tons.
Additionally, the project considered the movement of elderly residents with mobility difficulties at entrances, restrooms, and stairs, improving energy efficiency and making the centers warmer, resulting in high satisfaction among senior users.
Dobong-gu plans to continue green remodeling for three more district senior centers in 2022. Yaksoo Senior Center in Dobong 1-dong is currently undergoing finishing work aiming for completion in January 2022, and Changil Senior Center in Chang 1-dong and Ssangmun 1-dong Senior Center are scheduled for completion in November 2022.
Lee Dong-jin, Mayor of Dobong-gu, said, "The process of transforming old senior center buildings into eco-friendly buildings has been well publicized to local residents. I ask for everyone's participation in green building introduction to achieve drastic reductions in greenhouse gas emissions, mainly caused by buildings."
Jongno-gu will hold the '2021 Online History Golden Bell with Family' for elementary school families in the area at 2 p.m. on the 4th.

The event will proceed in two parts: ▲Part 1 'Jongno History Special Lecture' ▲Part 2 'Jongno-gu Online History Golden Bell.' To prevent COVID-19 spread, it will be conducted non-face-to-face using the Zoom program and broadcast live on the Jongno Innovation Education District YouTube channel.
Not only participants but also interested residents can access YouTube to enjoy the History Golden Bell event and participate in various viewer events.
Eligibility is families (two or more people) with children in grades 4 to 6 attending elementary schools located in or residing in Jongno-gu. Applications can be made through the Jongno Education Portal website. Currently, 100 families are being recruited on a first-come, first-served basis.
Quiz questions will be drawn from the 'Seven-color Jongno Travel by Village Bus' learning book, covering history and culture related to Jongno.
Families answering more than 70% correctly will receive small prizes sponsored by the Jinam Social Welfare Foundation. In line with the event's purpose to reflect on the value of our historical culture and instill pride, all participating families will receive mobile cultural gift certificates, including satisfaction surveys.

Seocho-gu announced the winners of the 2021 Yangjaecheon Photo Contest 'Emotional Vaccine,' started to heal residents' emotions exhausted by COVID-19, with 100 winning works.
This year's Yangjaecheon Photo Contest received great response with 1,126 participants submitting 2,444 works capturing 'happy and joyful family moments, life shots taken at Yangjaecheon, and comforting natural scenery of Yangjaecheon during the COVID-19 weary daily life.'
Submitted works underwent first internal screening and second external expert screening, selecting a total of 100 works: 2 grand prizes, 6 excellence awards, 12 merit awards, and 80 honorable mentions.
The grand prizes went to Lee Jin-bae for 'To Kant at Yangjaecheon... (General category)' and Shin Seung-hee for 'With Dad and Daughter (Family category).'
The excellence awards were given to Kim Dong-soo for 'Dazzling Day,' Park Jin-hyun for 'Blue Sky and Puffy Clouds,' and Lim Soo-jin for 'Promising a Brighter Tomorrow' (General category), and Lee Jung-min for 'Shower,' Kang Hyun-sik for 'Family Outing,' and Lee Hu-jung for 'Get Out' (Family category).
The two grand prize winners receive 1 million KRW and certificates each; six excellence awardees receive 500,000 KRW and certificates; twelve merit awardees receive 200,000 KRW and certificates; and eighty honorable mentions receive gift certificates worth 50,000 KRW each.
The winning works will be posted on the Seocho-gu Office and Yangjaecheon Photo Contest websites and used in district promotional materials.
The district has also operated various programs such as the Thousand-step Tour at Yangjaecheon, striving to make Yangjaecheon a beloved stream for residents. It won the Green Apple Award silver medal, Europe's top environmental award, this year and the Excellence Award at the 16th Korea Local Autonomy Management Awards last year, recognizing the program's eco-friendliness, excellence, and safety.
Kim Se-yul, head of the Water Management Division, said, "This contest was held to widely promote the beauty of the ecological stream Yangjaecheon in the city and to provide families with a healing time at Yangjaecheon. We thank all participants for their excellent works and hope residents exhausted by COVID-19 receive emotional healing through beautiful Yangjaecheon photos."
Nowon-gu (Mayor Oh Seung-rok) will hold the 'Small but Special Human Book Story Exhibition,' featuring stories of human books realizing the value of empathy in the region.
Hosted by Nowon Human Library, the exhibition will be held from December 3 to 9 at Sangye Arts Center. It is the first exhibition connecting human books and Nowon artists, where warm stories of neighbors are embodied in artworks by local artists.
The 'Human Book Story Exhibition' was previously held three times: in March 2019 at the lobby gallery of Nowon-gu Office, and in November 2019 and October 2020 at Nowon Station Gallery on Subway Line 7.
This year's exhibition is a project where human books active in various social fields such as actors and PDs meet artists in photography, illustration, and installation art based in Nowon to transform human book stories into art.
The exhibition is free to the public. On the 3rd at 11 a.m., a ceremony celebrating the opening of the human book art exhibition will be held.
On the 4th at 11 a.m. and 2 p.m., and on the 5th at 11 a.m., docent programs will be conducted. Residents interested in explanations of human book stories and artworks can apply in advance through the Nowon Public Library website.
Opened in 2012, Nowon Human Library is the nation's first permanently operating 'human book' library. Anyone can become a book through life stories and talents, enabling communication with others, operating as a 'people-oriented library' with broad empathy and understanding.
Those wishing to become human books connecting neighbors through their experiences, wisdom, and life processes can apply via the Nowon-gu website. Residents wishing to read human books can meet and converse with them by prior reservation.
Oh Seung-rok, Mayor of Nowon-gu, said, "While people create books, nothing surpasses the emotion when people themselves become books and stories. This exhibition will be a good opportunity for human books to expand connections with residents through local artists."
Geumcheon-gu (Mayor Yoo Sung-hoon) announced that it will hold a year-end raffle event and promotional item giveaway in cooperation with traditional market and shopping district merchant associations for customers.
Geumcheon-gu planned this event so that both local residents and merchants can spend a warm year-end. Customers visiting traditional markets during the event period can receive Onnuri gift certificates and various household items upon purchasing a certain amount.
The event will be held at Doksan Woo Market, Hyundai Market, Daemyeong Market, Ginkgo Market, Nammun Market, and Doksan-dong Matnane Street shopping district. Each market has different schedules, and the event ends when prizes run out.
At Daemyeong Market, customers purchasing over 30,000 KRW will receive toilet paper until supplies last. At Ginkgo Market, customers purchasing over 20,000 KRW will receive disposable vinyl bags, and those purchasing over 30,000 KRW will receive a 5,000 KRW Onnuri gift certificate.
At Doksan-dong Woo Market, from December 13 to 24, customers purchasing over 30,000 KRW will receive a box of KFAD masks. At Hyundai Market, on December 15 and 16, customers purchasing over 50,000 KRW will receive a 5,000 KRW Onnuri gift certificate, and those purchasing over 100,000 KRW will receive a 10,000 KRW certificate.
At Nammun Market, from December 14 to 23, customers purchasing over 20,000 KRW can participate in a roulette draw for household items and receive candy and hot packs as special events.
At Doksan-dong Matnane Street shopping district, on December 17 and 18, customers purchasing over 20,000 KRW will receive one pack of ramen, and those purchasing over 30,000 KRW will receive a 5,000 KRW Onnuri gift certificate.
Yoo Sung-hoon, Mayor of Geumcheon-gu, said, "We prepared this event to support traditional market merchants suffering from sales declines due to COVID-19. We hope residents visit traditional markets at year-end to shop and enjoy various prize benefits."
