[Asia Economy Reporter Jeon Jin-young] Lee Jae-myung, the presidential candidate of the Democratic Party of Korea, stated on the 29th regarding the issue of recovering the remaining fines of the late former President Chun Doo-hwan, “The fines should also be regarded as public debt, and if Chun’s inherited property is discovered, the debt should be fulfilled to the state.”
On the morning of the same day, at a university student meeting held at Chosun University in Gwangju, Lee said, “If legislation is enacted to impose responsibility on inherited property, there will be no issue of retroactive legislation.”
Lee said, “Is it just that a person who had 100 million won in assets dies without paying the fines, and the descendants inherit the 100 million won as is because the fines are not inheritable?” and added, “Let’s make a law that allows the fines to be inherited.”
He continued, “Some argue that retroactive application is not possible and that the Chun Doo-hwan issue may not apply, but it depends on interpretation.”
During the meeting, questions about the Anti-Discrimination Act were also raised. In response to the question, “Shouldn’t the Anti-Discrimination Act be urgently discussed?” Lee said, “It is necessary and legislation should be enacted, but in reality, there are considerable misunderstandings and misinterpretations,” and added, “I believe that through sufficient debate and opinion gathering, social consensus can be achieved.”
He emphasized, “Many people thought they would be punished if they did not support homosexuality. We need to dispel such concerns,” and said, “It is right to proceed through a process that includes necessary supplementary measures.”
Regarding the controversy over reverse discrimination in the regional quota system for public institution recruitment, he said, “The regional quota system is necessary. I do not think abolition is a fundamental solution.” Lee raised his voice, saying, “However, we need to expand opportunities to other regions such as the metropolitan area that feel unfair due to the regional quota system,” and “Age quotas and gender quotas are also necessary.”
