[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (District Mayor Chae Hyun-il) is constructing the Singil Culture and Sports Library, a new-concept public complex facility where knowledge and cultural activities as well as recreational sports can be enjoyed in one space.
The construction site is located at 4946 Singil-dong, a donated land within the Singil 11 Redevelopment Promotion Zone. Nearby, the largest New Town residential complex south of the Han River is planned, and with convenient transportation, public institutions, and residential facilities densely located, it is expected to serve as a regional cultural hub widely used by many district residents.
Since the main users of the library will be district residents, the district held multiple communications and discussions such as town hall meetings, surveys, and TF advisory group meetings to actively respond to residents’ cultural demands. Through this, they gathered opinions from residents who want to read books nearby and also enjoy recreational sports.
Additionally, considering the regulation implemented last year mandating ‘mandatory survival swimming education in elementary schools,’ the district planned to build a new type of cultural and sports complex facility combining a library and a swimming pool.
The library is scheduled for completion in 2023, with a total floor area of 7,471㎡, spanning from two basement floors to five above-ground floors.

▲ The second floor will include convenience facilities such as a book caf? and community spaces ▲ The third floor will be a children’s library ▲ The fourth floor will have general reading rooms and library spaces ▲ The fifth floor will contain multipurpose program and study spaces where various lifestyle and cultural classes will be held.
Furthermore, ▲ the rooftop will be designed as a sky garden terrace, creating an open space for both users and residents to enjoy together.
On the 3rd, a groundbreaking ceremony was held to mark the start of the Singil Culture and Sports Library construction. Yeongdeungpo District Mayor Chae Hyun-il gave a detailed explanation of the background and progress of the library’s construction and expressed sincere gratitude to the residents who gave enthusiastic support and encouragement until the first groundbreaking.
One resident attending the ceremony said, “I have long hoped for a community space and swimming pool for residents close to home. I am really happy and excited that a center where we can read books, meet neighbors, and enjoy recreational sports programs all in one place is being created,” adding, “I want to study and exercise with my friends at the library as soon as possible.”
Going forward, the district plans to focus on securing a wide range of collections including audiovisual and recorded materials, electronic files, as well as books in various fields such as general knowledge, current affairs, and academia, and to prepare cultural and sports programs reflecting residents’ needs and trends.
Yeongdeungpo District Mayor Chae Hyun-il stated, “Once the Singil Culture and Sports Library is successfully completed, it will add synergy to a pleasant and livable premium residential environment with healthy and rich leisure activities, proving the status of ‘Knowledge and Culture City Yeongdeungpo.’ We will do our best to support the Singil Culture and Sports Library to become Yeongdeungpo’s representative library loved by residents.”
