Enhancing Effectiveness through Regulations on Responsibilities during Livestock Product Operations, Administrative Guidance, Establishment of Environmental Improvement Committee, and Education
[Asia Economy Reporter Jong-il Park] Seongdong-gu (Mayor Jeong Won-oh) announced on the 4th that it has enacted and promulgated the Ordinance on Environmental Improvement around Majang Livestock Market in Seongdong-gu, Seoul (hereinafter referred to as the Ordinance), initiating systematic environmental improvements including odor reduction in the Majang Livestock Market area.
The Ordinance stipulates necessary matters for maintaining a clean environment and improving aesthetics in the market and surrounding areas, establishing a legal basis through this month's promulgation to present concrete solutions for civil complaints.
The Ordinance mainly includes detailed regulations necessary for improving the market environment, such as improving work processes conducted by livestock product processing companies, grease discharge companies, and collection and transportation companies.
It also specifies the division of duties and functions by department regarding complaints arising from the Majang Livestock Market and allows administrative guidance for environmental improvements in the market and surrounding areas targeting livestock product handling companies, grease discharge, collection, and transportation companies.
By regulating methods of discharge and collection/transportation of grease, restrictions on inflow from other regions, production and use of discharge bags, etc., the Ordinance enhances the effectiveness of market environmental improvements and provides a basis for supporting publicity and education for companies on facility installation and compliance with various requirements for environmental improvements within the budget.
Through the 'Environmental Improvement Committee,' composed of market merchants, local residents, related organizations, and experts, continuous communication will be maintained to enhance the effectiveness of environmental improvements.
The Majang Livestock Market, covering an area of 116,150㎡ with about 2,000 stores, is a representative specialized wholesale and retail livestock market responsible for over 60% of livestock product distribution in the metropolitan area, attracting approximately 2 million visitors annually, making it a landmark of Seongdong.
On the other hand, the market area frequently receives complaints due to odors and blood water generated from by-products during meat processing and animal grease treatment processes. The district has been making multifaceted efforts to improve the environment.
In the first half of the year, through a task force meeting involving all departments and continuous discussions with the merchants' association and working departments, comprehensive measures for odor reduction and grease treatment environment improvement were prepared, including special measures such as expanding leachate collection facilities along roadsides to prevent leachate.
In May, about 100 residents, merchants, and district office staff joined forces to collect old waste and conduct a joint cleaning campaign, showing high participation from local residents to improve the market environment. Accordingly, the district plans to realize systematic policies based on the legal grounds established by this Ordinance to maintain a clean environment and actively improve urban aesthetics.
