Removal of Regional Names, Standardization... Introduction of 'National Construction Machinery Registration Number Plates'

Starting from the second half of next year, a nationwide registration plate system for construction machinery will be introduced, removing regional names and changing the numbering system from 7 digits to 8 digits.


The Ministry of Land, Infrastructure and Transport announced on the 2nd that it will introduce a nationwide registration plate for construction machinery that removes regional names (city/province) and improves the specifications to alleviate public inconvenience.


Until now, construction machinery owners had to change the registration plate within 30 days if they moved to a different city or province, and there were many complaints about inconvenience due to varying plate sizes depending on the type or structure of the machinery.


Accordingly, the Ministry of Land decided to improve regulations to delete regional names and commercial use markings so that plates can be produced and registered anywhere nationwide, not just in the jurisdictional city or province.


The numbering system will also be revamped from 7 digits to 8 digits, combining Korean letters (35 characters such as Ga, Na) and numbers (official use 0001~9999, private use 1000~5999, rental business use 6000~9999) assigned in ascending order.


The colors will be applied so that commercial use (rental business) and non-commercial use (official/private) can be easily distinguished visually on site: commercial use plates will have an orange background, while private and official use plates will have a white background with black lettering.


Also, to prevent differences in plate size depending on the type or structure, the size will be unified into one type (520×110 mm).


Considering complaints that existing registration plates were easily damaged due to poor durability, new durability standards and test criteria will be established for abrasion resistance, waterproofing, and camera recognition.


Kim Kwang-rim, Director of the Construction Industry Division at the Ministry of Land, said, "With the introduction of the nationwide registration plate for construction machinery, owners will no longer need to change their plates even if the jurisdiction of their place of use changes, greatly improving convenience."


The amendment to the Enforcement Rules of the Construction Machinery Management Act is planned to be implemented in the second half of next year after consultations with related agencies. The amendment can be viewed on the Ministry of Land, Infrastructure and Transport website, and opinions can be submitted by mail or fax until the 17th of next month.
