Completion of the 3rd Phase of Important Records Digitization Project... 30,813 Items Digitized and Metadata Assigned... 6.9% of Non-Public Records Reclassified for Disclosure
[Asia Economy Reporter Park Jong-il] Yongsan-gu (Mayor Seong Jang-hyun) is transforming the paradigm of records management from the "collection and preservation" method to "sharing and utilization" through a records digitization project.
They recently completed the third phase of the important records digitization (DB construction) project last October.
Since April, the district has been promoting digitization over seven months with a total project budget of 300 million KRW, deploying 12 personnel daily. The equipment used included 11 laptops and computers, 1 server, 3 document scanners, and 1 blueprint scanner.
The third phase targeted important records with a preservation period of over 30 years that were non-electronic, digitizing 30,813 items and assigning metadata. The digitized records were uploaded to the records management system and stored on dual preservation media.
The important records digitization process involved reorganizing records, page numbering, generating image files, correcting image orientation tilt, and integrated verification.
The digitized records were indexed into data with over 30 searchable fields such as record title, production, receipt, registration dates, drafter, approver, and document number for easy retrieval.
A district official stated, "During the third phase, 6.9% of records were reclassified from non-public to public through open reclassification," adding, "Systematic records management will improve administrative efficiency as well as citizen administrative service satisfaction."
The third phase focused on records from departments with high access frequency. The producing departments (production years) were ▲ Architecture Division (1982?1994) ▲ Housing Division (1968?1994) ▲ Civil Affairs and Passport Division (1968?1987) ▲ Culture and Sports Division (1960?1997).
Mayor Seong Jang-hyun said, "Records have value when utilized," and added, "We will actively promote not only the records produced by the district but also the activation of administrative information sharing."
In addition to the important records digitization project, the district is pursuing a partial amendment to the Yongsan-gu Administrative Information Disclosure Ordinance to clarify the form and responsible departments of information subject to administrative information disclosure. The legislative notice and public consultation were completed on the 28th.
