LH Has the Highest Number of Deaths Among Clients
In the third quarter of this year, a total of 12 deaths occurred at the construction sites of 8 out of the top 100 construction companies. The large construction company with the highest number of fatalities was Hanyang, with 3 deaths at 3 construction sites.
The Ministry of Land, Infrastructure and Transport (MOLIT) disclosed on the 29th the list of the top 100 construction companies by construction capacity evaluation, related subcontractors, ordering agencies, and local governments where construction accident fatalities occurred during the third quarter of this year.
Since May 2019, MOLIT has been disclosing these lists to encourage responsible and proactive roles in safety among major construction stakeholders. Starting from the second quarter, not only large construction companies but also subcontractors involved in the construction types where fatalities occurred have been disclosed.
The large construction company with the most fatalities during the period was Hanyang. Following that, Hyundai Construction and Gyeryong Construction Industry each had 2 deaths, and POSCO Construction, Hyundai Engineering, Geumgang Housing, Seohan, and Daebo Construction each had 1 death.
The subcontractors involved in the construction types where fatalities occurred include 9 companies: Seongwon Engineering, Deokjun Construction, Bugang TNC, Seowon Construction, Woori Construction, Gyuram Tower Rental, Sampyo ENC, Shin Construction, and Jungwon Electric.
The ordering agency with the highest number of fatalities was Korea Land and Housing Corporation (LH), with 4 deaths.
The permitting authority with the most fatalities was Gyeonggi Province. A total of 11 deaths occurred, with one death each in Yangju-si, Goyang-si, Anseong-si, Pocheon-si, Yangpyeong-gun, Osan-si, Hwaseong-si, Gunpo-si, Icheon-si, Siheung-si, and Hanam-si.
Following that were Seoul (5 deaths), Busan (3 deaths), and Incheon (3 deaths).
MOLIT plans to conduct special inspections by December on the 8 large construction companies and related subcontractors where fatalities occurred, focusing on compliance with safety regulations and proper quality management.
From July to September, special and surprise inspections were conducted at 127 construction sites of large construction companies where fatalities occurred in the second quarter, as well as 16 construction sites involving related subcontractors.
The inspections uncovered a total of 178 cases of improper practices. After administrative procedures, the Regional Land Management Offices will impose penalty points and fines.
Lee Sang-joo, Director of Technical Safety Policy at MOLIT, stated, "From October, joint inspections are being conducted by Regional Land Offices, the Korea Infrastructure Safety & Technology Corporation, and ordering agencies at sites where fatalities occurred, with follow-up management also underway," adding, "this is a time when active cooperation from construction participants is necessary to implement safety management systems."
