[Asia Economy Reporter Kang Nahum] The Korea Communications Commission (KCC) has formed a special subcommittee for app market dispute mediation, embarking on full-scale preparations to provide relief for users affected by disputes. This follows the enforcement of the "Google Gapjil Prevention Act (Amendment to the Telecommunications Business Act)," which explicitly includes app market usage disputes under telecommunications dispute mediation.
According to the KCC on the 28th, the special subcommittee consists of lawyer Nahwang Young and lawyer Jin Won-tae, both members of the 2nd Telecommunications Dispute Mediation Committee, and Han Seok-hyun, team leader of the Seoul YMCA Viewer and Citizen Movement Headquarters. Lawyer Nah will serve as the chairperson.
The special subcommittee plans to discuss various types of disputes involving different stakeholders related to app market usage and mediation standards to reduce discrepancies among mediators, and especially to devise measures to enhance the effectiveness of dispute mediation against global operators.
They will also prepare the "App Market Dispute Mediation Resolution Standards (Draft)" by carefully analyzing opinions from the disputing parties?business operators and users?as well as existing mediation cases.
The KCC plans to operate the special subcommittee for one year from next month until November of next year and will review whether to extend its operation thereafter.
Han Sang-hyuk, chairman of the KCC, said, "It is very meaningful that app market dispute mediation has been explicitly included as a subject of telecommunications dispute mediation," adding, "With the launch of the app market special committee, we expect specialized dispute mediation tailored to the app market to become possible."
