[Asia Economy Reporter Kim Jong-hwa] The Small and Medium Business Ombudsman (vice ministerial level) is stepping up post-management of regulatory improvements. On the 27th, the Small and Medium Business Ombudsman announced that it will strengthen post-management such as implementation inspections related to regulatory improvements and additional consultations on unresolved tasks.
Although the acceptance rate of improvements to regulatory difficulties has been increasing annually due to the recent pan-governmental will for regulatory innovation, some regulatory tasks have still not been properly improved.
The acceptance rate of regulatory improvements fell from 20.1% between May and December 2017 to 14.5% in 2019, but it has been rising again to 38.5% last year. This year, until September, it stands at a favorable level of 44.5%.
In particular, when social interest declines after regulatory improvements or when the relevant public officials are transferred, the institutions that promised regulatory improvements sometimes fail to properly implement them. Accordingly, the Ombudsman has decided to complete improvements by identifying unimplemented regulations through implementation inspections and on-site investigations after regulatory improvements.
The Ombudsman plans to utilize key personnel who have been in charge of various regulatory improvement tasks to promote △ implementation inspections of improvement tasks △ additional consultations on unresolved tasks △ regular meetings of the Ombudsman Committee.
Park Ju-bong, Small and Medium Business Ombudsman, emphasized, "Implementation inspections and recommendations are the Ombudsman's inherent authority defined by law," adding, "We will complete regulatory improvements by persistently following up with the spirit of a Jindo dog to provide practical help to small and medium business owners."
