Opening of the 304th Extraordinary Session of Gwangyang City Council, Live Broadcast in Real Time


[Asia Economy Honam Reporting Headquarters, Reporter Heo Seon-sik] The Gwangyang City Council in Jeollanam-do opened the "304th Extraordinary Session" on the 21st, scheduled for 9 days.


On the 21st, at the 1st plenary session, Councilor Lee Hyung-seon, who gave a 5-minute free speech, urged the expansion of projects such as installing ice pack collection boxes and developing policies to increase citizen participation to promote the reuse of ice packs, whose usage surged during the COVID-19 pandemic.


From the 22nd, each standing committee plans to handle a total of 32 agenda items, including 24 ordinance proposals and 8 other consent items.


The General Affairs Committee will review 19 items, including four councilor-initiated ordinance proposals: ▲Ordinance on Support for Employment Insurance Premiums in Gwangyang City (Councilor Baek Seong-ho), ▲Ordinance on Support for Shingles Vaccination in Gwangyang City (Councilor Park No-shin), ▲Ordinance on Support for Paternity Leave Incentives in Gwangyang City (Councilor Kim Seong-hee), and ▲Partial Amendment to the Ordinance on the Operation of Gwangyang City Library (Councilor Moon Yang-o). It will also review nine items submitted by the Mayor of Gwangyang, including ▲Partial Amendment to the Ordinance on Medical Fees and Charges at Gwangyang Public Health Centers, ▲Complete Amendment to the Ordinance on Management of Local Subsidies in Gwangyang City, and ▲Consent for the 2022 Budget Contribution to the Gwangyang City Love Sharing Welfare Foundation.


The Industry and Construction Committee will review four councilor-initiated ordinance proposals: ▲Partial Amendment to the Ordinance on Sewerage Use in Gwangyang City (Councilor Moon Yang-o), ▲Ordinance on Payment of Enlistment Support Allowance in Gwangyang City (Councilor Choi Dae-won), ▲Partial Amendment to the Ordinance on Bicycle Promotion in Gwangyang City (Councilor Lee Hyung-seon), and ▲Ordinance on Installation of Video Information Processing Devices and Operation of the CCTV Integrated Control Center in Gwangyang City (Councilor Park Mal-rye). It will also review seven items submitted by the Mayor, including ▲Partial Amendment to the Ordinance on Urban Regeneration Promotion and Support in Gwangyang City and ▲Partial Amendment to the Ordinance on Pedestrian Safety and Convenience Enhancement in Gwangyang City, as well as two items for opinion hearing.


On the 28th and 29th, city administration questions by Councilors Kim Seong-hee, Choi Dae-won, Baek Seong-ho, and Song Jae-cheon are scheduled.


Chairman Jin Su-hwa urged the executive branch to "thoroughly promote and complete various pending projects with about two months left in 2021," and stated, "Since the next session will involve administrative audits and review of the 2022 main budget, we will carefully prepare all processes and do our best in legislative activities."


Meanwhile, the city council has completed the establishment of a council broadcasting system capable of live broadcasting and will broadcast all plenary and standing committee meetings live starting from the October session.
