LH, Full-Scale Promotion of 3 National Pilot Sites for Residential Regeneration Innovation Districts

LH, Full-Scale Promotion of 3 National Pilot Sites for Residential Regeneration Innovation Districts


Korea Land and Housing Corporation (LH) announced on the 6th that it has completed district designation proposals for three candidate sites (Suwon, Anyang, Daejeon) among the residential regeneration innovation district projects announced through the 2.4 Plan, and is accelerating follow-up procedures.


With the enforcement of the amendment to the "Special Act on the Promotion and Support of Urban Regeneration" on the 21st of last month, the institutional basis for the residential regeneration innovation district project has been established, enabling full-scale project implementation for the candidate sites.


The residential regeneration innovation district project aims to create a complex hub centered on residential functions and integrated with living SOC in declining downtown areas, establishing a foundation for the city's autonomous growth and expanding housing supply. The project target size is less than 20,000㎡.


In particular, various incentives are provided, including expanded national and local government funding support, deregulation such as zoning and floor area ratio increases, the ability for landowners to select preferred contractors, and provision of temporary residences for owners and tenants.


Furthermore, unlike existing urban regeneration projects such as residential environment improvement projects that apply full acquisition methods, a limited acquisition method is applied to facilitate smooth site acquisition. This acquisition method allows for the acquisition or use of land based on Article 55-2, Paragraph 2 of the Urban Regeneration Act, when two-thirds of landowners and owners representing two-thirds of the land area consent.


In April, the government announced seven leading project candidate sites in Seoul, Gyeonggi, Incheon, and Daejeon. Following the announcement, LH held preliminary briefings to help residents understand the project. Additionally, LH actively worked to promote the project by identifying residents' needs through surveys and establishing customized project plans in consultation with local governments. As a result, on the 23rd of last month, LH completed district designation proposals for three candidate sites to each local government and is pushing forward with the project aiming for district designation in December and project completion in 2027.


'Seodun-dong, Suwon, Gyeonggi' is located near Suwon Station and the project is being promoted by leveraging its locational advantages. Although this area required development due to accelerated aging, it had remained a low-rise, low-density area as it was subject to height restrictions under Flight Safety Zone 5 and classified as a Type 1 General Residential Area. By applying incentives such as zoning upgrades and deregulation, commercial facilities linked with Suwon Station and surrounding commercial areas will be established alongside public housing (299 units).


'Anyang 3-dong, Anyang, Gyeonggi' will see the creation of a complex facility with enhanced educational functions linked to nearby schools such as Anyang Seocho Elementary School and Anyang Arts High School. Particularly, Anyang 3-dong is a mixed area of Type 1 and Type 2 General Residential Areas, with over 80% of buildings being aged housing clusters. Through this project, public housing (400 units) and sports facilities will be constructed to improve the convenience of life for local youth and others.


'Eumnae-dong, Daejeon' is set to be transformed into a pleasant residential space linked with the nearby Daejeon Hyoja District. While a residential environment improvement project is underway in the northern Hyoja District of Eumnae-dong, the area's isolation and aging have accelerated, leading to the designation of the adjacent area as a candidate site for the residential regeneration innovation district project under the 2.4 Plan. In Eumnae-dong, various welfare and living convenience facilities will be newly established alongside public housing (299 units).


LH plans to hold a public hearing in mid-month to gather opinions from local residents and experts and to increase residents' participation in the project. Additionally, to further raise the resident consent rate for project promotion, LH will operate an on-site reception desk to directly listen to residents' demands and opinions. After securing the resident consent rate (two-thirds), the project aims for district designation within the year following review by the Urban Regeneration Special Committee. LH also plans to actively consult with local governments to promote the project for the remaining four candidate sites.


Kim Baek-yong, Head of LH Urban Regeneration Headquarters, stated, "We will actively listen to residents' opinions and promote the project together with local residents, doing our best to supply housing and revitalize the region."
