Why Did Gwangjin-gu Operate the Anti-Corruption Integrity Week with ‘No Gifts, Yes to Heart’ for Chuseok?


[Asia Economy Reporter Jongil Park] Gwangjin-gu (Mayor Kim Seon-gap) has designated the period from the 14th to the 27th as the "2021 Anti-Corruption and Integrity Week" to proactively prevent the possibility of public officials' corruption, such as the customary gift-giving during the Chuseok holiday, and will focus on implementing key integrity policies.


During this period, the district will implement employee participation policies to establish a culture of spending an honest holiday through measures such as ▲the mayor's declaration of integrity commitment ▲transmission of integrity messages from department heads ▲conducting integrity education ▲special inspections to establish public service discipline ▲sending integrity text messages ▲operating an anonymous reporting channel for violations of the Improper Solicitation and Graft Act.


These policies were prepared to foster consensus and strengthen bonds among employees regarding the district's integrity policies through the exemplary leadership of senior public officials and to spread a culture of integrity.


Kim Seon-gap, Mayor of Gwangjin-gu, said to the employees, "Let us exchange only gratitude with honesty and integrity this Chuseok as well," adding, "We must continue to strive to establish a culture of integrity through various anti-corruption and integrity policies and become a trusted Gwangjin-gu by the residents."


Currently, Gwangjin-gu is actively promoting a total of 27 integrity policies, including senior public officials' integrity level diagnosis, introduction of the anonymous corruption reporting system Help Line, operation of the Integrity Ontact Learning System, hosting the Integrity Acrostic Poem Contest, and running the Empathy Integrity Broadcast.


Why Did Gwangjin-gu Operate the Anti-Corruption Integrity Week with ‘No Gifts, Yes to Heart’ for Chuseok?


Gwangjin-gu (Mayor Kim Seon-gap) has prepared measures to strengthen the quarantine system before the Chuseok holiday due to the rapid increase in confirmed cases caused by the spread of the Delta variant.


The district collected ideas from employees to prevent the spread of local infections and increase vaccination rates, gathering a total of 184 innovative ideas. Among these, the deputy mayor and department heads held three meetings and decided to implement about 20 ideas considering efficiency and effectiveness.


The proposed ideas focused on improving and reinforcing the COVID-19 quarantine system and increasing vaccination rates.


First, to improve awareness and encourage participation in vaccination, the district will promote ▲vaccination publicity delivered by residents ▲installation of a vaccine temperature tower ▲temporary use of a modified Gwangjin-gu BI.


"Vaccination publicity delivered by residents" involves producing videos where residents encourage vaccination or creating campaign songs to induce vaccination, which can be used as caller tunes.


"Installation of a vaccine temperature tower" is an idea to install a vaccine temperature tower at Jayang Intersection displaying the current vaccine reservation and vaccination status of Gwangjin-gu in numbers to attract residents' interest. The "temporary change of Gwangjin-gu BI" plan involves temporarily changing the existing BI from "Adding Value Together with Residents, Gwangjin" to "Adding Vaccines Together with Residents, Gwangjin."


Additionally, to facilitate residents' vaccination, the district will implement ▲a walk-in COVID-19 vaccination center ▲a mobile COVID-19 vaccination center.


To alleviate residents' anxiety about the spread of local infections, the district will distribute vaccination completion certification marks to bus and taxi drivers who have completed vaccination and promote ▲safe public transportation ▲distribution of COVID-19 safety stickers for taxi vehicles.


Furthermore, to ensure residents can safely use multi-use facilities, the district proposed issuing "Vaccination Completion Facility Certificates" to facilities where all staff have completed vaccination, producing and distributing certificates recognizing excellent facilities.


In addition, about 20 practical and creative ideas were discovered, including ▲a COVID-19 vaccination slogan contest ▲sending text messages to those eligible for release from self-quarantine to guide vaccination ▲operating vaccination participation campaigns.


Kim Seon-gap, Mayor of Gwangjin-gu, said, "With the rapid increase in confirmed cases due to the spread of the Delta variant, I believe this holiday will be an important turning point for returning to daily life," adding, "Therefore, the district has gathered wisdom by brainstorming with employees to strengthen the entire quarantine system during the Chuseok holiday."


He continued, "The best solution to the coronavirus is vaccination," and said, "To maximize the effect of vaccination and restore our precious daily lives as soon as possible, it is essential to actively complete the second dose of vaccination, so I ask for your active participation."
