Proactive Administration Prevents Industrial Accidents, 'Active Administration Best Practice Competition' Held
Six Cases Selected Including Korea's First Elevator Installation System Scaffolding Development

The Korea Occupational Safety and Health Agency (KOSHA) held the 2021 Proactive Administration Best Practice Competition under the motto “Proactive Administration Catches Industrial Accidents!” to select outstanding cases. It is a safety league of ‘KOSHA men,’ safety and health experts who directly compete to protect safety and health in domestic industrial sites.
KOSHA has been awarding ‘proactive administration’ to establish a culture of preemptively responding to industrial accident prevention demands.
From June 28 for one week, a total of 24 outstanding cases were submitted from all KOSHA institutions (departments) through an open call.
Among them, six cases including the grand prize were selected considering public perception, proactiveness, and expertise.
The grand prize went to the “Practical Research Promotion Case for Preventing Elevator Fall Accidents,” which developed the country’s first “system scaffolding for elevator installation” in collaboration with the four major domestic elevator manufacturers, the main demanders.
Previously, fatal fall accidents frequently occurred while working on scaffolding inside elevator shafts. The KOSHA research team sought a method to secure safety by changing to assembling and installing scaffolding from the outside.
The scaffolding has high field applicability, capable of installing about 70% (approximately 25,000 units) of new installations by the four major manufacturers.
KOSHA received high evaluation for realizing social value in industrial accident prevention by transferring related patents free of charge to small and medium-sized enterprises.
The excellence award was given to the case of establishing the country’s first health examination standards for delivery workers to solve the problem of overwork deaths and promoting health examinations upon application by agency owners.
Reflecting the characteristics of delivery work, health examination standards were prepared according to special health examinations. More than 30,000 delivery workers nationwide applied for health examinations, and those with abnormal results will be supported for detailed cerebrovascular examinations.
Another excellence award was given to the case of developing an online safety certification (KCS) application system for protective devices and protective gear.
This system reduced the number of days required for document review, alleviating inconveniences for civil petitioners, and improved the system so that the authenticity of safety certificates can be verified via QR codes.
In this competition, a total of six cases were selected as outstanding proactive administration cases: one grand prize, two excellence awards, and three encouragement awards.
A KOSHA official said, “We plan to contribute to industrial accident prevention by not settling for existing tasks but listening to voices from the field and fostering a safety culture.”
