Forgery and Alteration Prevention, Proxy Issuance Deterrence Effect

[Muan＝Asia Economy Honam Reporting Headquarters, Reporter Oh Hwan-joo] Jeonnam Muan-gun (Governor Kim San) announced on the 2nd that it is actively conducting promotional activities to encourage the use of the Certificate of Personal Signature Confirmation, which replaces the seal certificate with only the individual's signature.
The Certificate of Personal Signature Confirmation is a certificate issued by an administrative agency confirming that the individual signed and specified the purpose. It is used as a means of verifying the individual's intent in important transactions such as bank loans, real estate registration, and vehicle registration.
Unlike the existing seal certificate, which requires the applicant to visit the administrative office of their residence to register the seal in advance and has legal issues such as forgery and proxy issuance, the Certificate of Personal Signature Confirmation can only be issued by the individual, preventing such problems in advance.
To promote the use of the Certificate of Personal Signature Confirmation, the county is actively promoting it to local financial institutions, registration offices, judicial scriveners, and car dealerships, and plans to widely publicize the advantages of the certificate at meetings of village chiefs in each town and township.
Governor Kim San said, “The Certificate of Personal Signature Confirmation has the same effect as the seal certificate and has the advantages of being safer and more convenient than the seal. We will carry out various promotional activities to make the use of the Certificate of Personal Signature Confirmation common in various economic activities.”
