[Jangheung=Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] Jangheung-gun, Jeollanam-do announced on the 23rd that it is operating a "Clean Governance Empathy Talk-Talk" program, where officials from the main office, branch offices, and eup/myeon (township) staff visit each department directly to listen to their mindset on integrity and difficulties encountered during work processes, receiving positive responses from many public officials.


With the purpose of reflecting on the low ranking in integrity, the county is holding natural conversations with employees to share various opinions on difficulties faced by field departments, understanding between superiors and subordinates, and ways to improve internal and external integrity. From the 20th to the 28th, the audit team and the chairman of the Jangheung-gun Public Officials Labor Union are touring each department to communicate with employees and share plans such as the 2021 integrity evaluation schedule.


Public officials expressed opinions that if consideration is given to lower-ranking staff, predictable personnel systems are established, and working conditions in field departments are improved from a macro perspective, internal integrity will improve through actions rather than words, which will naturally lead to enhanced external integrity. They applaud the county’s proactive efforts on the ground.


Jangheung-gun is making various efforts by promoting policies such as cyber integrity self-learning, customized integrity education for public officials, sending integrity letters and postcards to resolve and provide feedback on civil complaint inconveniences, and integrity happy calls, based on the results of mobile opinion surveys conducted at the beginning of the year and comprehensive analysis data from last year’s integrity evaluation.


The Public Institution Integrity Evaluation conducted annually by the Anti-Corruption and Civil Rights Commission is carried out from August to December through surveys on 29 items in 4 categories targeting public officials and civil petitioners via email or mobile phones, entrusted to a professional research agency, with results scheduled to be announced at the end of the year.


Jung Jong-soon, the county governor, expressed his respect to public officials who actively participated during difficult times such as COVID-19, flood recovery, and scorching heat, stating, “Integrity is the foremost duty of public officials and the most honest way to build trust with residents,” and “We will do our best to become a county that can be trusted.”
