Village Issues Proposed by Residents Decided as Next Year's Projects Through Voting and Result Sharing
[Asia Economy Reporter Jongil Park] Songpa-gu (Mayor Park Seong-su) will hold online and offline residents' general meetings in six neighborhoods where residents' autonomous councils are being piloted.
The 'Residents' General Meeting' is a participatory and deliberative forum where residents directly propose village agendas through the residents' autonomous councils, discuss, deliberate, and vote to finalize the residents' autonomy plan.
This residents' general meeting will be held in a total of six neighborhoods piloting residents' autonomous councils: Macheon 2-dong, Bangi 2-dong, Garak 1-dong, Wirye-dong, Jamsilbon-dong, and Jamsil 4-dong.
In particular, this year's residents' general meeting will adopt a hybrid online and offline approach to ensure safe and mature residents' autonomy despite the COVID-19 situation. The process involves determining priorities through online and offline resident voting on each neighborhood's village agenda, followed by sharing the results with residents.
Resident voting will be open from July 5 to 9 to any resident living or active in the respective neighborhoods. Voting can be done online using QR codes or in person at designated polling stations in each neighborhood.
‘Visiting on-site polling stations’ will also be set up in easily accessible locations such as traditional markets to share autonomy plans with more residents and promote the residents' general meetings.
The priorities of the autonomy plans decided by voting will be announced through result-sharing meetings from July 13 to 15, and after budget reflection, will be implemented as projects in 2022.
The schedules for resident voting and result-sharing meetings for each neighborhood can be found on the websites of the respective residents' autonomous councils, Songpa-gu Office, and neighborhood community centers.
Park Seong-su, Mayor of Songpa-gu, stated, “Residents' autonomy realizes true decentralized governance by having residents directly discover and propose village agendas,” and added, “We will continue to provide administrative support so that residents can take the lead in solving community issues.”
