Seoul Introduces 'Basic Academic Skills' Program... [Asia Economy Reporter Han Jinju] The Seoul Metropolitan Office of Education will introduce a basic academic skills guarantee program ahead of full in-person classes in the second semester. It will select 550 teachers to support small group instruction for basic academic skills and operate intensive basic academic skills classes during vacations for elementary school students.


On the 6th, at the 3rd anniversary press conference of his second term, Seoul Superintendent of Education Cho Hee-yeon unveiled major educational policies and projects, including the guarantee of basic academic skills.


To ensure basic academic skills, regional learning support centers will be established in 11 education support offices within the jurisdiction starting in July. This is a full expansion from 3 centers last year to 12 centers this year. Through the operation of regionally specialized learning support programs, customized learning support services tailored to each region will become possible.


550 'Kidari Saem' teachers will be selected to provide supplementary and corrective instruction to students at individual schools. A supplementary budget of 1.65 billion KRW has been allocated for this purpose.


'Kidari Saem' will operate from the second semester. Students facing learning difficulties will receive instruction after school, on holidays, and during vacations throughout the semester. Each Kidari Saem will guide a small group of about six students.


The Office of Education plans to support schools with budgets for operating expenses necessary for Kidari Saem activities, including purchasing student learning materials, teaching aids, and snacks to assist students' basic academic skill correction activities.

To support students who have accumulated learning deficits due to insufficient school attendance days, intensive basic academic skills classes will be operated at 293 public elementary schools during vacations. These classes will provide focused basic academic skills instruction for students from grades 1 to 6.


Seoul Superintendent of Education Cho Hee-yeon stated, "In response to the reality of learning gaps caused by COVID-19, active measures are necessary, and strengthened support for basic academic skills is required in preparation for full in-person classes in the second semester. We will ensure thorough quarantine preparations and also make every effort for ‘learning quarantine’ through a three-stage learning safety net to prevent any basic academic skill deficits."
