Calculate Toll Fees Applying Korea Expressway Corporation's Standard Criteria

[Asia Economy Yeongnam Reporting Headquarters Reporter Park Saeyan] The Changwon City Public Deliberation Committee announced on the 24th that it has set the appropriate toll for the Jigae~Namsan private road at '1,100 won' and plans to submit a 'recommendation' for its implementation to Changwon City.

The committee discussed the appropriate toll under the premise that citizens feel the toll for the Jigae~Namsan private road is expensive, and that even though it is a toll road, there is significant dissatisfaction due to the large difference in fees depending on the operating entity.

If the Jigae~Namsan road is constructed and operated by Korea Expressway Corporation, the toll would be set at 1,000 won.

This toll is possible when only 85% of the project cost is reflected and the inflation rate since 2015 is not considered.

Additionally, since the Expressway Corporation operates under an integrated accounting system, even if this section runs at a deficit, investment costs can be recovered from other roads.

Applying the Expressway Corporation's calculation standards to the Jigae~Namsan road, considering inflation rates since 2015, the toll would be calculated at 1,300 won.

Therefore, the committee judged that the 1,300 won toll is acceptable if the project operator refinances funds with low-interest bonds and reduces operating costs, and decided to recommend adjusting the toll applied for by the project operator to 1,300 won.

The committee also judged that since the city has an obligation to construct the road, it is reasonable to share costs through financial support for construction expenses.

In line with the 10% construction subsidy provided during the construction of Palyong Tunnel, an operating subsidy was provided, and the toll recommended to the project operator was lowered by 100 won from 1,300 won.

Meanwhile, the Jigae~Namsan private road is a direct road connecting Namsan-ri, Dong-eup, to the National Route 25 alternative bypass road (Dong-eup~Gyeongnam Provincial Government). The travel time is expected to be reduced from the existing 30 to 40 minutes to around 10 minutes.
