Presentation of Excellent Cases in Proactive Administration... 8 Finalists Including Financial Services Commission and Incheon City Cases


[Asia Economy Reporter Lim Cheol-young] On the 17th, the Ministry of the Interior and Safety and the Ministry of Personnel Management held the ‘2021 First Half Active Administration Best Practices Competition’ with participation from central administrative agencies and local governments.


Held non-face-to-face, the final round featured 8 cases selected through the first and second preliminary rounds competing for the grand prize, excellence award, and merit award. First held in 2016 and now in its 7th edition, this competition involved public participation throughout the entire judging process, from case recommendations to the first and second preliminaries and the final round.


The final round included 10 experts and about 600 public jurors who participated through a prior online vote. The Ministry of the Interior and Safety and the Ministry of Personnel Management publicly recruited the public jurors from November 11 to 26 through highly accessible government websites such as the Active Administration website ‘Jeokgeukhengjeong On’ and ‘Gwanghwamun 1st Street,’ as well as social networking services.


The public jurors watched presentation videos of the 8 cases posted online on the 15th and participated in the prior online voting. The final ranking was determined by combining the final round scores (expert evaluation 40% + online public voting 30%) and the second preliminary round scores (30%). As a result, 2 agencies won the grand prize, 4 agencies received excellence awards, and the remaining 2 agencies were awarded merit prizes. The award ceremony is scheduled to be held together with the second half best practices competition this November.


Meanwhile, before the final judging, the cases ranked 5th to 9th included a self-service gas station for the disabled (Yongin-si, Gyeonggi Province), urban hydrogen pipeline network construction (Ulsan City), integrated aircraft insurance promotion for all agencies (Korea Coast Guard), and mobile electronic military service certificates (Military Manpower Administration).


Minister Jeon Hae-cheol said, "This award is the result of actively solving various problems that cause inconvenience and difficulties to the public through on-site efforts and diverse ideas, leading to tangible changes," adding, "We will continue to support the expansion of administrative services that the public can feel in their daily lives and the establishment of active administration as an organizational culture in the public service."
