Installation of Yellow Boxes for Resident-Exclusive Spaces and Open Civil Service Counters Completed at 15 Dong Community Centers... Enhanced Security Features Added to Resident Free Use Counters Installed Last Year, Creating Convenient Spaces Separated from Civil Service Offices
[Asia Economy Reporter Jongil Park] Jung-gu (District Mayor Seoyangho) announced on the 17th that it has installed 'Norang Box' in 15 community service centers within the district, where anyone can comfortably visit and receive civil service documents for free.
Due to the concentration of business establishments and tourist attractions, Jung-gu experiences a high volume of floating population. Despite a small resident population, visits to community service centers for issuing various civil documents average 100,000 cases per month.
To improve visitor convenience and civil administrative services, Jung-gu continuously made efforts and installed a dedicated PC for Government24 in the civil service rooms of community centers last December. This 'Resident Free Use Window' allows anyone to freely access the site and issue or print documents. The creation of this window, reflecting residents' needs, received great response from residents and visitors, and its usage began to increase.
This time, to further activate the Resident Free Use Window, the district strengthened personal information security functions and completed the installation of an open civil service window, called 'Norang Box,' separated from the civil service room space for comfortable use.
The Norang Box installed in all 15 community service centers in Jung-gu can be freely used by any resident without separate guidance. It provides instructions for using Government24 (civil document issuance site) to facilitate non-face-to-face issuance. Using the dedicated PC, users can access Government24, the Electronic Family Relations System, the Internet Registry Office, and more to issue over 1,300 types of documents for free. It also offers internet search and document printing services for visitors.
Additionally, since last year, Jung-gu has installed '365 Unmanned Civil Document Issuance ZONE' in each community service center to operate 24 hours a day, enhancing residents' accessibility to civil services. In June last year, through ordinance revision, the issuance of resident registration certificates and family relation certificates, which account for over 80% of documents issued by unmanned civil document issuance machines, was converted to free issuance.
Going forward, the district plans to promote various non-face-to-face civil services, including expanding the installation of unmanned civil document issuance machines in public institutions and locations with high floating populations, focusing on districts with high civil document issuance volumes.
Seoyangho, Mayor of Jung-gu, stated, "Documents that cannot be issued at unmanned civil document issuance machines or civil service windows can be issued using the PC installed inside the 'Norang Box,' making it a useful space not only for local residents but also for nearby office workers." He added, "We will do our best to innovate efficient civil administration that reduces the workload at civil service windows and enhances residents' convenience through the expansion of non-face-to-face services."
