Seoul Metropolitan Council's 'Best Ordinance That Changed Citizens' Lives' Online Voting Until June 27

[Asia Economy Reporter Jongil Park] The Seoul Metropolitan Council is conducting a vote to select the representative ordinances that Seoul citizens have particularly felt the impact of, in celebration of the 30th anniversary of the revival of local councils this year.

The online vote to select the best ordinance among the 30 selected ordinances will be held for 12 days from the 16th to the 27th, and any Seoul citizen can participate.

In March, the Seoul Metropolitan Council shared the major achievements of 30 years of local autonomy and announced the selection of the "Top 30 Ordinances of the Seoul Metropolitan Council that Changed Citizens' Lives" (10 individual ordinances and 20 group ordinance clusters) to explore the role of the council in the era of Autonomy and Decentralization 2.0.

The Ordinance Selection Committee, composed of 12 members including former Seoul Superintendent of Education Gwak Nohyeon (Chairman of the Ordinance Selection Committee), experts from local autonomy-related organizations, academia, journalists, and council members, was launched on June 1, 2020. After 14 meetings, the committee announced the results of the Top 30 ordinances encompassing Seoul’s changes and history. Among these, the current citizen vote is being conducted on 10 individual ordinances.

2 Ordinance on the Promotion of Mobility Convenience for the Transportation-Disadvantaged (Mobility Rights Ordinance)

3 Ordinance on the Activation of Bicycle Use (Ddareungi Ordinance)

4 Ordinance on Support for Eco-Friendly School Meals (Free School Meals Ordinance)

5 Ordinance on Student Rights (Student Rights Ordinance)

6 Ordinance on Financial Support and Safety Operation Standards for City Buses (Bus Semi-Public Operation Ordinance)

7 Ordinance on Innovative Schools (Innovative Schools Ordinance)

8 Ordinance on Support for On-Village Childcare (Childcare Ordinance)

9 Ordinance on the Reduction and Management of Fine Dust (Fine Dust Ordinance)

10 Ordinance on Strengthening the Community Welfare Functions of Visiting Dong Community Centers (Chadong Ordinance)

Any general citizen can participate in the online vote without any separate registration process. Citizens wishing to participate can access the voting page, watch promotional videos of the Top 10 individual ordinances, and select up to three ordinances.

Participation is also possible through the official Seoul Metropolitan Council blog and Facebook, and the results of the "Best Ordinance Selected by Citizens" vote will be announced later via SNS and other channels.

An SNS citizen participation event will also be held for voters. The Seoul Metropolitan Council plans to draw 150 participants by lottery to receive a CU mobile gift certificate worth 3,000 KRW. Winners will be announced on July 2 (Friday) via the Seoul Metropolitan Council blog and Facebook.

Kim Inho, Chairperson of the Seoul Metropolitan Council, said, “Even looking at just the Top 10 individual ordinances from the ‘Top 30 Ordinances of the Seoul Metropolitan Council that Changed Citizens’ Lives,’ we can reflect on the council’s efforts over the past 30 years to enhance the happiness of each Seoul citizen.” He added, “Through this vote, we want to find out which excellent ordinances Seoul citizens felt most strongly about, and based on the results, we ask for the active interest and participation of citizens so that the council can make better legislation.”
