[Asia Economy Reporter Song Seung-yoon] The Seoul Metropolitan Police Agency's Women and Juvenile Crime Investigation Unit sent Professor Kim Min-woong of Kyung Hee University's Future Civilization Institute and former Seoul City Secretary Oh Seong-gyu to the prosecution on the 11th on charges of leaking the identity of the sexual violence victim of former Seoul Mayor Park Won-soon.


Professor Kim and former Secretary Oh are accused of posting photos of victim A’s birthday congratulatory letters sent to former Mayor Park from 2016 to 2018 on social networking services (SNS) last December, thereby exposing A’s identity.


Former Secretary Oh, along with former Seoul City Personnel Planning Secretary Min Kyung-guk, posted the photos with A’s name and other details mosaicked, while Professor Kim posted the same photos without any mosaic, claiming they were "public materials from former Secretary Min." As a result, A’s real name was exposed online, leading to criticism of secondary harm, after which Professor Kim removed the post.


A’s side filed a complaint with the police, alleging that they violated the Act on Special Cases Concerning the Punishment, etc. of Sexual Crimes. After an investigation lasting about five months, the police found Professor Kim’s charges to be valid. The police decided not to indict former Secretary Min, who posted the photos with A’s name mosaicked. Former Secretary Oh, who posted the photos with mosaic processing, was sent to the prosecution with a recommendation for indictment, as he was found to have been involved in the process of disclosing the photos without mosaic by Professor Kim and others.
