Increased Interest in Non-Regulated Regional Small and Medium Cities: Special Sale of Hansung Philhouse Company-Owned Units in Seosan Daesan District

Recently, housing demand has been surging in complexes being sold in small and medium-sized provincial cities. Due to additional real estate regulations announced in December last year, about half of the 236 cities, counties, and districts nationwide have been included in regulated areas, encompassing the metropolitan area, major provincial cities, and certain provincial cities. As a result, attention is turning to non-regulated small and medium-sized provincial cities that are benefiting from a balloon effect.


The reason small and medium-sized provincial cities are gaining popularity is that conditions such as subscription and loans are relatively less stringent. In non-regulated areas, after six months of subscription to a housing subscription savings account (one year in the metropolitan area), both household heads and members can apply for subscription without restrictions on re-winning. Additionally, the resale restriction period for pre-sale rights is only up to six months, and the loan-to-value ratio (LTV) can be applied up to 70%, making it easier to secure funds compared to regulated areas.


Among these, Hanseong Phil House Apartments in Seosan, Chungnam, is conducting a special sale of company-held units. Hanseong Phil House consists of nine buildings ranging from two basement floors to 25 above-ground floors, with a total of 780 units composed of ▲84㎡ 239 units ▲67㎡ 8 units ▲59㎡ 530 units ▲53㎡ 3 units. The complex is a landscaping-specialized complex with no cars on the ground and is equipped with a home network system for convenience. Residents can enjoy various types of exercise such as health, aerobics, yoga, and golf at the fitness center within the complex, and community facilities such as a study room and book cafe are also available for communication with neighbors.


In particular, Hanseong Phil House is surrounded by large industrial complexes like a folding screen. The Daesan Petrochemical Complex in Seosan, which is considered the main demand base, employs about 15,000 workers across 70 companies related to the petrochemical industry.


Additionally, a ‘Daesan Smart Ecopolis General Industrial Complex’ covering 2.26 million square meters (approximately 680,000 pyeong) is planned to be developed in the Daejuk-ri area of Daesan-eup, Seosan-si, Chungnam. In this regard, on the 28th of last month, a joint business agreement for the development of the ‘Daesan Smart Ecopolis General Industrial Complex’ was signed with the attendance of Seosan Mayor Maeng Jeong-ho, SK Construction’s Business Operations General Manager Park Kyung-il, and other related officials.


Furthermore, development plans are underway starting with the currently developing Hyundai Daejuk 1st Industrial Complex (670,000㎡, fully sold), followed by Hyundai Daejuk 2nd Industrial Complex (790,000㎡), Advanced Precision Chemical Complex (2.91 million㎡), Daesan 3rd General Industrial Complex Section 2 (840,000㎡), and Daesan Chungui General Industrial Complex (140,000㎡, scheduled for completion in 2023).


There are also abundant transportation development benefits. First, the ‘National Road No. 38 Seosan Daesan~Taean Iwon Bridge’ has been included as a new route in the Ministry of Land, Infrastructure and Transport’s 2nd National Road Network Comprehensive Plan (2021?2030). Once the bridge connecting Seosan City and Taean County, which were separated by Garorim Bay, is constructed and connected by national road, the distance from Taean Iwon to Seosan Daesan will be reduced from the existing 73 km to 5.6 km, shortening travel time by 1 hour and 30 minutes. Additionally, highway accessibility will be reduced by more than an hour, greatly improving transportation convenience for local residents and tourists. In particular, synergy effects linked to the Garorim Bay Marine Garden are expected. Garorim Bay is one of the world’s top five tidal flats, home to 149 species of large benthic animals, and has a high ecological value with halophytes distributed over an area nine times the size of the wetland protection area. Once the marine garden is established, it is expected to attract many domestic and international tourists.


Moreover, the Daesan~Dangjin Expressway (total length 25.4 km) is scheduled to begin construction in 2022 and open in 2029. This is expected to drive regional development by expanding the road network connecting the northwestern industrial belt of Chungnam. The commencement of international passenger service at Daesan Port also raises expectations for revitalizing the local economy through the influx of foreign tourists after COVID-19.


In addition, efforts to promote the Daesan Port railway connection project are active. Seosan Mayor Maeng Jeong-ho has been making various efforts, including visiting the Ministry of Land, Infrastructure and Transport to strongly request that the Daesan Port railway connection, which is currently listed as an ‘additional review project’ in the 4th National Railway Network Construction Plan, be finally reflected as a ‘new project.’


A sales official stated, “In the case of pre-leased units, income can be generated immediately upon signing the sales contract, providing high stability. Additionally, a temporary special move-in support fund is currently being offered, reducing the burden on actual users and investors.” He added, “There is an advantage that when companies purchase for employee housing, they can receive tax benefits such as exemption from acquisition tax surcharges and exclusion from comprehensive real estate tax aggregation, which is increasing purchase inquiries.”
