[Asia Economy Reporter Jo Gang-wook] Detailed measures have been established for laying the foundation for the smooth promotion of the Gadukdo New Airport construction project, including the designation of surrounding development areas and support measures, preferential treatment for local companies, financial support plans, and standards for penalties for violations.
The Ministry of Land, Infrastructure and Transport announced on the 21st that it will open the draft subordinate legislation of the 'Special Act for the Construction of Gadukdo New Airport (Gadukdo New Airport Act)' for a 40-day legislative notice period.
The draft subordinate legislation announced this time includes provisions delegated by the law such as ▲establishment of basic and implementation plans ▲composition and operation of the New Airport Construction Promotion Team ▲designation of surrounding area development projects ▲financial support for the new airport construction project ▲preferential treatment for local companies.
The main contents of the draft subordinate legislation include specifying the documents (14 types) required for changes to the basic plan and design documents and compensation plans necessary for the establishment of the implementation plan.
Also, the composition of the Promotion Team is premised on performing major tasks related to the new airport construction, and the composition and operation of the team will be reflected in the 'Ministry of Land, Infrastructure and Transport and its affiliated agencies organization act.'
The designation scope, method, and support measures for the surrounding development planned area are defined within a 10 km radius from the boundary of the new airport construction planned area. In particular, when contracts for construction, goods, or services are concluded, preference is given to those who have their main office in the jurisdiction of the new airport construction planned area or in nearby local governments.
The draft also includes support matters such as granting surrounding land development project rights like industrial complexes and urban development projects to private developers implementing private capital attraction projects, and acting as agents for relocation measures.
If the project implementer violates related regulations, standards for penalties such as permit cancellation and construction suspension for each violation are prepared. The types of violations subject to fines, the amount of the fine (1/100 of the construction cost executed), payment within 20 days, and prohibition of installment payments are also stipulated.
This draft enforcement decree and enforcement rules were prepared through reviews by the professional institution Korea Legislation Research Institute and consultations with related organizations such as the airport corporation. After the legislative notice, consultations with related ministries and review by the Ministry of Government Legislation will be conducted, and it is scheduled to be promulgated and enforced on September 17 next year.
