KCC to Hold Forum on User Protection Principles for AI Recommendation Services

[Asia Economy Reporter Cha Min-young] The Korea Communications Commission and the Korea Information Society Development Institute announced on the 18th that they will hold a public forum on the "Basic Principles for Protecting Users of AI-Based Recommendation Services (Draft)" at 2 PM on the 20th at The-K Hotel Seoul, Geomungo A Hall.


The forum will be moderated by Professor Lee Won-woo of Seoul National University and will include participants such as Kim Yoo-hyang, Researcher at the National Assembly Legislative Research Office; Professor Yoon Hye-sun of Hanyang University; Professor Lee Soo-young of KAIST; Kwon Se-hwa, Director of the Korea Internet Corporations Association; Park Jung-seok, Policy Team Leader at KT; Park Ji-yeon, Lawyer at Bae, Kim & Lee LLC; Yoon Myung, Secretary General of the Citizens' Coalition for Economic Justice; and Jung Ji-yeon, Secretary General of the Korea Consumer Federation.


The Basic Principles for Recommendation Services (Draft) is a voluntary code recommended for providers of recommendation services in the media sector. It was prepared to protect users from negative effects such as discrimination, bias, and unfairness arising from the growing social influence of AI algorithm-based recommendation services.


To prepare the draft of the Basic Principles for Recommendation Services, the Korea Communications Commission launched a council last December composed of experts from academia, industry, research institutes, and the legal sector, and conducted several in-depth discussions and collected opinions from related businesses. This forum is intended to share related content and broadly gather opinions from academia, industry, civil society, and the public.


Considering various opinions including those from the forum, the Korea Communications Commission plans to establish the "Basic Principles for Protecting Users of AI-Based Recommendation Services" to enhance users' rights and interests in AI-based recommendation services commercially used on digital media platforms.


Due to social distancing measures related to COVID-19, on-site attendance at the forum will be limited. It can be watched live through the official YouTube channel of the Korea Communications Commission and a separate URL link provided by the Korea Information Society Development Institute.
