[Asia Economy Reporter Son Seon-hee] The Presidential Policy Planning Committee is initiating a public discussion on the 'all-volunteer military system.'
According to the Policy Planning Committee on the 17th, the '3rd Jiphyeon Forum' will be held on the 3rd of next month at the Korea Defense Research Institute in Dongdaemun-gu, Seoul, under the theme of 'Sustainable Military Service System.'
The all-volunteer military system is a system that maintains the military by recruiting professional soldiers, unlike the current conscription system. Although sporadic calls for the introduction of the all-volunteer system have been raised in the political sphere, this Jiphyeon Forum marks the first time that a presidential advisory body has brought the all-volunteer system to the forefront for serious discussion.
Jo Dae-yeop, chairman of the Policy Planning Committee, said in a recent interview with Asia Economy that the reason for selecting the all-volunteer system as the forum topic was "to narrow the emotional and policy gap with young people," adding, "It is not simply an issue of gender discrimination." This indicates a serious consideration of the all-volunteer system as one way to address youth employment issues on a broader scale, rather than framing it within the 'gender conflict' narrative that emerged after the April 7 by-elections.
The Jiphyeon Forum is held monthly, selecting topics related to the 'Korean New Deal.' The Policy Planning Committee plans to invite experts from the public, private, and academic sectors to focus discussions on the 'relationship between the all-volunteer military system and a sustainable economic structure.' A Policy Planning Committee official stated, "It will be addressed not as a political controversy but including the potential for 'job creation' and other aspects."
