Seoul Gangseo-gu Announces 2.2 Billion KRW 2022 Resident Participation Budget Proposal Project Competition

Gangseo-gu, Seoul (District Mayor Noh Hyun-song) announced that it will conduct the ‘2022 Resident Participatory Budget Proposal Project Contest,’ where residents directly propose next year's project budget.


The Resident Participatory Budget System is a system that guarantees resident participation through project proposal contests and resident voting during the budget formulation process. It was established to discover demand-centered policies and collect diverse opinions from residents.


This year, the total budget for proposed projects is 2.2 billion KRW, and the proposal fields include new facility investment projects for regional development, local issue projects, and resident suggestion projects.


Proposals can be made for projects considered essential in daily life across the district, including welfare, culture, safety, environment, and education. However, projects subsidized by national or city funds, mandatory/legal expenses such as personnel costs, recurring expenses, expenses for performances, festivals, or events, support projects for specific organizations (programs, etc.), and continuing projects are excluded.


The contest period is until July 31, and applications can be submitted online via the ‘Gangseo-gu Office website - Open Plaza - Resident Participatory Budget System,’ by mail (302 Hwagok-ro, Gangseo-gu Office, Cooperation and Decentralization Division), or by email.


Application forms can be downloaded from the ‘Gangseo-gu Office website - Notices/Announcements.’


Submitted proposals will undergo review by the relevant departments starting in August, written evaluation by the subcommittee, on-site verification, and resident voting before final selection.


Additionally, the district continuously monitors projects to ensure the efficient operation of the Resident Participatory Budget System and operates research clubs in related fields.


A district official said, “The Resident Participatory Budget System provides residents with opportunities to participate in district administration and discover projects closely related to daily life. We hope many residents will show interest and participate so that many projects to make Gangseo-gu a better place to live can be proposed.”


Last year, through the Resident Participatory Budget Contest, the district allocated a total of 2 billion KRW for 18 projects, including providing healing programs for the disabled and installing high-definition CCTV.
