Dividing Construction Worker Jobs into 60 Categories Managed by the Mutual Aid Association... "Customized Job Training"


[Sejong=Asia Economy Reporter Moon Chaeseok] Going forward, construction workers' job categories will be managed by dividing them into 60 types based on career, qualifications, and training. Based on this, customized vocational training services by function will be provided. The government expects that the improvement of the system will lead to an influx of new workers into the construction industry and enhance job stability.


On the 11th, the government reviewed and approved three Ministry of Employment and Labor-related legislative bills, including the amendment to the Enforcement Decree of the Act on the Improvement of Employment of Construction Workers, at the Cabinet meeting. Since the 'Construction Workers Act,' which includes the basis for introducing the construction workers' skill grading system, will be enforced from the 27th, the enforcement decree was announced on this day.

The functions of construction workers will be classified into 60 integrated job categories based on the construction workers' retirement mutual aid reported job categories and the National Competency Standards job categories. The skill grades will be divided into four levels: beginner, intermediate, advanced, and special, reflecting the construction workers' work experience, certifications, education and training, and award history.


The Construction Workers Mutual Aid Association will be entrusted with the task. This is because the Mutual Aid Association is already engaged in projects related to employment stability and the development and improvement of vocational skills for construction workers and possesses abundant worker information. The Mutual Aid Association will operate the 'Skill Grade Management System' and request data from the Employment Information Service, the Korea Workers' Compensation and Welfare Service, the Human Resources Development Service of Korea, and institutions designated by the Minister of Land, Infrastructure and Transport.

The government plans to reflect and utilize the skill grades of construction workers in standards for workforce allocation at construction sites and construction business registration criteria. Customized education and training and employment support linked to skill grades will be provided. The government believes that this will make workforce management easier from the perspective of construction sites, increase the entry of new workers into construction sites, and enhance the job stability of construction workers.


A government official said, "We expect that the introduction of the system will encourage the entry of new workers into construction sites and improve the job stability and prospects of construction workers."


On the same day, the government also reviewed and approved the Enforcement Decree of the Act on Support and Commemorative Projects for Korean Miners, Nurses, and Nursing Assistants Dispatched to Germany, as well as the Enforcement Decree of the Act on the Employment of Foreign Workers.
