Ministry of Education Announces 2021 Midterm Evaluation Results of Universities Contributing to High School Education
73 Universities Selected... Yonsei and Korea Universities Disqualified for Falsifying Admissions Officer Education
Additional Type 1 Evaluation for Metropolitan Area Universities Scheduled for June
[Asia Economy Reporter Han Jinju] The Ministry of Education announced that Yonsei University and Korea University were excluded from the list of continuously supported universities in the mid-term evaluation of the 2021 High School Education Contribution University Support Project.
On the 10th, the Ministry of Education confirmed 73 universities as continuously supported universities in the mid-term evaluation of the 2021 academic year High School Education Contribution University Support Project.
The mid-term evaluation assesses the 2020 project operation performance of the 75 universities selected for support in 2020, the 2021 project plans, and the university admission screening implementation plans for the 2022-2023 academic years. The results are finalized after deliberation by the project general committee.
The High School Education Contribution University Support Project aims to reduce the admission burden on students and parents by standardizing university admission screening and encouraging simplification of university admission processes, providing budget support according to performance. A total of 55.94 billion KRW is allocated to 75 universities.
In March, the Ministry of Education set conditions for participation by requiring metropolitan area universities to raise the proportion of CSAT (College Scholastic Ability Test)-based admissions to 30%, and some universities to 40% by the 2023 academic year. For regional universities, the condition was to adjust the proportion of student record-based or CSAT-based admissions to 30% by the 2023 academic year.
In this year’s mid-term evaluation, Yonsei University and Korea University were penalized for falsifying information in their project applications and thus were not included among the continuously supported universities. Korea University was penalized after a special audit in October last year targeting six universities with comprehensive student record-based admissions found that the admission officers’ training records were falsified and included in the 2017-2019 project applications. Yonsei University was penalized after a comprehensive audit in 2020 uncovered falsification of admission officers’ training records. Both universities fall under the “sanctions for universities with fraud or corruption” category in the mid-term evaluation indicators.
An official from the Ministry of Education explained, “Yonsei University received 1.1 billion KRW and Korea University 1.4 billion KRW last year. Even if they enter the re-selection evaluation, if they are included in the performance management universities, their funding will be reduced compared to last year. There is a possibility that both universities will pass the re-selection evaluation, but it is also possible they will not.”
As a result of this mid-term evaluation, 28 universities in the metropolitan area and 37 universities outside the metropolitan area were selected as continuously supported universities. Universities that passed the mid-term evaluation include Catholic University, Kangnam University, Konkuk University, Kyonggi University, Gyeongin National University of Education, Kyung Hee University, Kwangwoon University, Kookmin University, Dankook University, Daejin University, Dongguk University, Myongji University, Sangmyung University, Sogang University, Seoul National University of Science and Technology, Seoul National University, University of Seoul, Seoul Women’s University, Sungkyunkwan University, Sookmyung Women’s University, Soongsil University, Ajou University, Ewha Womans University, Incheon National University, Inha University, Chung-Ang University, Hankuk University of Foreign Studies, and Hanyang University.
Regional universities selected as continuously supported universities include Gangneung-Wonju National University, Kangwon National University, Konkuk University (Glocal Campus), Kyungpook National University, Gyeongsang National University, Keimyung University, Kongju National University, Gwangju National University of Education, Kunsan National University, Daegu National University of Education, Daegu University, Daegu Haany University, Dong-A University, Dong-Eui University, Pukyong National University, Busan Catholic University, Busan National University of Education, Pusan National University, Sunmoon University, Soonchunhyang University, Andong National University, Yeungnam University, Chonnam National University, Jeonju University, Jeju National University, Chosun University, Jinju National University of Education, Cheongju National University of Education, Chungnam National University, Chungbuk National University, Korea National University of Education, Korea National University of Transportation, Hannam University, Handong Global University, Hallym University, Hanbat National University, and Hoseo University.
In Type 2, targeting universities that have not received project funding in the past four years, Duksung Women’s University, CHA University, Hanyang University (ERICA Campus), Catholic Kwandong University, Daegu Catholic University, Mokpo National University, Changwon National University, and Dongguk University (Gyeongju Campus) were selected.
The Ministry of Education will select two additional universities in the metropolitan area to fill the vacancies left by universities that failed the mid-term evaluation. Additional selection evaluations will be accepted until the 26th of this month for universities that have stopped receiving support or new applicants. Evaluations will be conducted from June 1 to 4, and results will be announced on June 16. Along with this, the Ministry plans to provide evaluation results as materials for objections and admission process improvements to universities that have stopped receiving support.
