On the morning of the 7th, at the provincial office, Governor Kim of Gyeongnam said at the 'May Monthly Strategy Meeting,' "For youth policies, I ask all departments to consider how policies affect and can help young people."
Recently, while handling youth policy-related schedules such as the 'Provincial Advisory Committee Youth Subcommittee Meeting' and the 'Intermediate Support Organization Youth Forum Meeting,' there appears to be a sense of crisis recognizing the serious situation where about 18,000 young people in their 20s and 30s have out-migrated from Gyeongnam last year.
The discussion topic of the strategy meeting that day was also 'Measures to Respond to the Decrease in Youth Population Outflow.' Participants shared the current status and awareness of the youth population outflow and held discussions on policies in the fields of jobs, education, housing, and welfare.
In his opening remarks at the meeting, Governor Kim emphasized, "Please make every effort until the spread in the four cities of Jinju, Sacheon, Gimhae, and Yangsan is completely stabilized," and added, "The most important thing in blocking infections at multi-use facilities is managing the visitor log."
Governor Kim pointed out, "The visitor log is the only weapon to block infections early when confirmed cases occur, and the issue is how reliably it is managed."
He then instructed, "It is necessary for all multi-use facilities in the province to introduce electronic visitor logs or Safe Call. Manage thoroughly so that the COVID-19 situation does not worsen due to management issues such as wasting several days tracing contacts during which infections spread."
Announcing that necessary organizational restructuring and occasional personnel changes were made as of the 3rd to implement the autonomous police system, Governor Kim explained, "The autonomous police system is another major hurdle in local autonomy."
He also requested, "Since police public safety administration and autonomous administration have been separated, causing inconveniences such as traffic administration for residents, please prepare well so that the autonomous police system can settle early and bring about revolutionary improvements."
Regarding the formation of the 'Mega City Support Interdepartmental TF' centered on the National Balanced Development Committee and the Local Autonomy Committee on the 27th of last month, he emphasized, "Looking at advanced countries such as the UK, Germany, and France, balanced development by super-regional zones is difficult to succeed by local governments alone," and added, "Please devote your efforts so that the central government can make the mega city a government project and national policy."
Concerning the inclusion of the Bu-Ul-Gyeong circular line (Changwon-Gimhae-Yangsan-Ulsan) in the '4th National Railroad Network Plan (draft),' he ordered to ensure that the remaining procedures proceed smoothly until final confirmation.
Governor Kim also said, "We must actively promote the transition to a public transportation system that can resolve residents' inconveniences by establishing a mega city wide-area transportation network centered on railroads."
Since railroad network construction SOC projects take a long time, it is necessary to comprehensively reorganize means of transportation such as transfer systems between city, intercity, and village buses, and expand transportation convenience means like Bravo Taxi for rural area mobility.
Governor Kim concluded his remarks by asking for active participation in helping with rural labor during the busy spring farming season.
