Kakao stated around 10:10 PM that day, "We are conducting an emergency inspection as some users are experiencing difficulties logging into KakaoTalk and receiving messages."

KakaoTalk experienced message sending and receiving issues on both the PC and mobile versions. On PC KakaoTalk, there was even a phenomenon where login was completely impossible.
