Submitted to the 2021 First Half Seoul City Active Administration Best Practices Competition, with the person in charge recommended as Jongno-gu Active Administration Outstanding Employee
[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) selected the ‘2021 First Half Active Administration Best Practices’ on the 8th to establish active administration as an organizational culture and enhance resident convenience.
This was to discover and disseminate excellent cases that residents can empathize with and experience in response to the rapidly changing administrative environment, contributing to the improvement of quality of life.
Accordingly, a contest was held in March targeting all departments including affiliated organizations of the district, receiving a total of 20 cases. After the first and second rounds of evaluation, eight best cases were finalized.
The evaluation was based on criteria such as resident experience, the proactiveness and creativity of the person in charge, and the potential for expansion to other institutions.
As a result, the grand prize-winning cases were ▲‘Yiri Jongno,’ the Jongno Urban Culture Renaissance Project carried out in collaboration with university students (Cultural Affairs Division) ▲‘Hyemyeong Children’s Playground Creation Project,’ which revitalized the booster pump station’s main function while transforming it into a playground for children (Cultural Affairs Division).
‘Yiri Jongno’ is an urban culture regeneration project promoted to continuously encourage visits to Jongno, as foreign tourists have decreased due to COVID-19 and traditional shops with historical and cultural value are disappearing.
It includes exhibitions that highlight spaces previously overlooked due to the dazzling tourist spots in the area, the launch of a Jongno-style tendency analysis website, and the production of posters, postcards, and stickers for each traditional shop.
The ‘Hyemyeong Children’s Playground Creation Project,’ which built a playground by utilizing the second floor of the Hyemyeong Arisu Booster Pump Station and part of the parking lot of the National Life Hall, is also noteworthy. It stands out for collaborating with the Seoul Metropolitan Waterworks Headquarters and the Central Waterworks Office to maintain the primary function of supplying Arisu water while creating a playground for children.
It is scheduled to open in early May.
Following that, the excellence awards went to ▲‘Operation of Safety and Health Management System (KOSHA 18001) for Construction Site Accident Prevention’ (Disaster Safety Division) ▲‘Apply for Resident Priority Parking and Verify Eligibility for Time-based Public Parking Non-face-to-face’ (Facilities Management Corporation).
The encouragement awards were given to ▲‘Ikseon Gonggam,’ regenerating long-neglected vacant land into a resting place for residents (Urban Design Division) ▲‘Jongno-style Pinpoint Survey, Adding a Touch of Emotion to Welfare Blind Spot Residents’ (Welfare Policy Division) ▲‘Permit Certificates Found Directly from Home, Architectural Review Using Tablets’ (Architecture Division) ▲‘Non-face-to-face IoT-based Solitary Death Prevention Project Sajik-dong Godongnak (洞高同樂).’
The grand prize-winning cases will be submitted to the 2021 First Half Seoul Active Administration Best Practices Competition, and the responsible public officials will be recommended as ‘Jongno-gu Active Administration Excellent Employees.’
Additionally, certificates and prize money will be awarded to the selected best cases.
District Mayor Kim Young-jong said, “In the rapidly changing administrative environment, passive responses relying only on existing systems and precedents cannot solve the inconvenient and difficult problems residents face. Based on creativity and expertise, we will boldly improve regulations and precedents that do not fit reality and actively discover and spread good projects that residents can experience in their daily lives.”
