[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] The Geochang County Council in Gyeongnam announced on the 12th that it has concluded the 256th extraordinary session after completing an eight-day schedule including the handling of the 2nd supplementary budget proposal, review of ordinances and general bills, and on-site visits to major project sites.


During this extraordinary session, the 2nd supplementary budget proposal of 688.9 billion KRW submitted by the executive branch was preliminarily reviewed by the relevant standing committees, resulting in a reduction of 28 million KRW from three unnecessary budget items, and was approved with amendments.


Additionally, the approval of the 2021 administrative affairs audit plan and 14 ordinances and general bills were passed as originally proposed. During the session, the council visited the ‘Geochang Food Comprehensive Center’ and urged that the center maintain its original purpose by ensuring stable supply of agricultural products by local small-scale and elderly farmers.


They also requested efforts to increase farmers’ income by revitalizing various projects such as the agricultural product package project, village-by-village mobile collection houses, and operation of the Geochang Mall.


Before the 2nd plenary session on the 12th, Councilor Park Su-ja delivered a five-minute free speech titled ‘Seeking Win-Win Methods for Underpopulated and Overcrowded Elementary Schools through Public-Private Cooperation,’ advocating for a campaign to restore schools to their original status to guarantee students’ right to learn, expanding the metropolitan school commuting area from 10km to 20km to broaden students’ school choice, and proposing adjustments to elementary school commuting zones.


The second five-minute free speech was given by Councilor Choi Jeong-hwan under the theme ‘Geochang County’s Lifeline! Change is Hope!’ He called for the establishment of a one-stop administrative service system that allows administrative procedures to be completed with a single visit, attraction of public institutions such as the Gyeongsangnam-do Human Resources Development Institute, and the introduction of a real estate transaction reporting system for local council members.


Chairman Kim Jong-du expressed gratitude to fellow council members for their diligent legislative activities during the extraordinary session and to the executive officials for their cooperation in smooth council operations. He also urged caution in everyday life, especially given the high risk of various safety accidents including spring forest fires.


Meanwhile, with the approval of the 2021 administrative affairs audit plan during this session, the council plans to request the submission of necessary documents and the attendance of witnesses and reference persons from the executive branch for the administrative affairs audit scheduled for the 257th regular session.
