Commercialization of Goyang City Legal Administration Integrated Support System [Provided by Goyang City]
[Asia Economy Reporter La Young-chul] Goyang City in Gyeonggi Province is the first local government in the country to develop and commercialize the 'Legal Administration Integrated Support System' (hereinafter referred to as the system).
According to the city on the 2nd, the system integrates all aspects of legal administration such as litigation, consultation, agreements, and local ordinances into one system. It focuses on automating legal administration and building a database, and was completed after about one year of development.
This policy was based on the judgment that, with the recent increase in legal administrative tasks, there is a need to establish standardized processes and a foundation for utilizing legal information, as well as an evolved administrative system different from before for the special city with a population of 1.08 million.
Additionally, as citizens' demands for administrative services have become more professional and diverse, more specialized knowledge and broader perspectives are required to handle legal administrative tasks.
The previously separate litigation management system, consultation and agreement management system, and local ordinance drafting management system are now integrated and managed on a single homepage.
In particular, to improve work efficiency, the system strengthens expertise by linking with the Ministry of Government Legislation, the National Assembly, and the Supreme Court websites, managing schedules and work status, connecting with external systems such as city legal advisors, integrating search systems, and building a data mart.
With the commercialization of the system, the city expects ▲prevention of missed deadlines through linkage with the Supreme Court site’s schedule information ▲systematic management of litigation-related documents through batch upload of electronic litigation files ▲consultation database management and quality evaluation through linkage with external lawyer sites ▲support for drafting agreements such as standard agreements ▲improved work efficiency through automatic generation of local ordinance forms ▲work analysis and customized education establishment using overall legal administration statistics.
After stabilizing the system, plans will be pursued to advance it by incorporating various new technologies such as chatbot functions, untact education functions, and AI-powered search functions.
Mayor Lee Jae-jun of Goyang City said, "Strengthening legal review through the system will prevent unreasonable administrative dispositions in advance, reduce unnecessary litigation, analyze and improve the weaknesses of Goyang City’s legal administration through computerization, and realize trustworthy and responsible administration."
